Role and Responsibilities:


CW Group is seeking a Proposal Manager to coordinate and produce proposal (RFI, PPQ, RFP, competitive bids, etc.) responses while assembling a proposal team that has the skills to prepare and submit winning proposals.

Responsibilities include the introduction and implementation of all necessary proposal procedures and governance. This is a highly networked role that requires an ability to work under pressure and to challenging deadlines.

Reporting to the National Director Strategic Initiatives, the Proposal Manager will lead the writing of technical proposals, ensure the preparation of supporting documentation and reports to meet all solicitation / bid / RFP including the review and analyzing requests for proposals (RFPs); and develop complete management and/or technical volume responses.


Essential Duties & Responsibilities:


  • Conduct comprehensive competitor intelligence research to gather insights for competitive positioning.
  • Develop proposal/solicitation compliance matrix. Transmit to team and perform compliance checks to ensure proposals meet all technical and administrative requirements.
  • Develop and maintain a new Federal Supply Schedule to facilitate the acquisition of federal contracts.
  • Manage proposal development to integrate daily work assignments, develop project schedules, budgets, and plans, and manage personnel, finances, and facilities to achieve the proposal objectives.
  • Develop and implement new business proposal strategies for achieving new company/program business objectives.
  • Oversee proposal writing team, review proposal content, and monitor quality of writing.
  • Support development and implementation of a capture and pursuit methodology to capture customer requirements and facilitate development/packaging of solution designs and specifications in a concise yet thorough manner in support of step reviews, color team reviews, and solution development activities, including nonstandard commercial pursuits.
  • Take endtoend ownership and command of proposal development and related support processes, including downselect questions, written proposals, oral presentations, Best and Final Offers (BAFOs), Evaluation Notices (ENs), Final Proposal Revisions (FPR), etc.
  • Communicate proposalrelated requirements and status with senior management and remain current on all amendments and modifications to the solicitation.
  • Assist in the negotiation and validation of initial and followon contracts, ensuring favorable terms and conditions.
  • Conduct thorough Go/No Go discussions and make informed decisions on proposal submissions.
  • Work closely with business development and capture management teams to develop win themes, discriminators, and overall proposal strategy.
  • Lead the endtoend proposal development process, from initial opportunity identification through proposal submission.
  • Facilitate proposal kickoff meetings, status meetings, and reviews to keep the team on track and address challenges proactively.
  • Participate in debriefs and lessons learned sessions to continuously improve the proposal development process.
  • Analyze and shred Request for Proposal (RFP) documents for requirements, preparation of milestone schedules, outlines and cross references matrixes.
  • Interface with customer representatives and contracting officers/representatives during fact finding and proposal pricing justifications.
  • Update and maintain a repository of proposal content, including templates, boilerplate text, and graphics.
  • Maintain win/loss/allocation statistics.
  • Organize and conduct quality control on all documentation required for external audits of CW Resources.

Education and Experience Requirements:


  • BA/BS Degree in related field (preferred)
years proven experience in proposal management (or similar experience), specifically within the federal government contracting space.

  • Indepth knowledge of federal procurement regulations and processes.
  • Strong project management skills with the ability to manage multiple proposals simultaneously.
  • Familiarity with proposal development tools and best practices.
