    Description

    Primary Purpose:

    This position is responsible for supporting campuses with Emergent Bilingual state and federal compliance mandates and guidelines and with the implementation of the DLI/ESL instructional programs (PK-12).

    Qualifications:

    Education/Certification:

    • Master's degree from accredited university with a major in assigned subject.
    • Valid Texas teaching certificate with Bilingual or ESL endorsement.

    Special Knowledge/Skills:

    • Knowledge of curriculum and instruction
    • Knowledge and experience with LPAC processes
    • Knowledge of second language acquisition theory and strategies
    • Ability to interpret data.
    • Strong organizational, communication, and interpersonal skills
    • Must possess demonstrated evidence of leadership responsibilities and an in-depth knowledge of second language acquisition, content-based language instruction, curriculum, instructional best practices, and adult learning theories.
    • Must possess the ability to establish and maintain effective working relationships with teachers, administrators, community members, students and community organizations.

    Experience:

    5 years of teaching experience

    LPAC leadership experience preferred.

    Major Responsibilities and Duties:

    1. Builds capacity at the campus level to ensure that each campus is meeting the needs of all Emergent Bilingual students and makes equitable programmatic decisions for them.
    2. Monitors campus compliance with state and federal mandates related to EB students to maximize BE/ESL program effectiveness (EB student identification, placement, classroom accommodations per student English proficiency level, EB student progress, and appropriate choices of assessment).
    3. Coordinates and monitors timely and accurate campus identification and placement of EB students and coordinates educational services that are intended to make the students proficient in the English language, primary language literacy, composition and academic language related to required courses. These services include the bilingual basic program of instruction and special assistance to increase academic language proficiency in English.
    4. Works with campus and charter teams to analyze EB student growth and achievement data; coordinates and monitors intervention services based on student data.
    5. Provides and coordinates ongoing professional development opportunities and supports targeted development of competencies needed to serve Emergent Bilingual students and included in the charter comprehensive professional development plan. Provides ongoing training on the ELPS and Content-Based Language Instruction and monitors classroom implementation.
    6. Identifies EB program needs at campus level (e.g. professional development needs as outlined in the targeted PD) for the purpose of providing input to school administration that will enhance the EB support program.
    7. Assists school administrators for the purpose of supporting them in meeting the needs of Emergent Bilingual students.
    8. Works closely with campus LPAC Administrators to ensure compliance related to EB students and maximizing DLI/ESL program effectiveness.
    9. Participates in meetings, workshops, and training for the purpose of conveying and/or gathering information required to perform job related functions.
    10. Organizes and supervises the implementation of the district's Bilingual/ESL PK and K Summer school program.
    11. Other duties as assigned.
