    General Statement of Duties

    This employee provides medical supervision and overall regulation of all medical facets of the City of Cincinnati and within the Health Department.

    Employee performs the chief medical officer function for the City of Cincinnati's Primary Care programs. Performs related duties as required.
    Minimum Qualifications (KSAs)

    Knowledge of:
    Operational characteristics, services, and activities of public health and primary care programs.
    Principles and practices of medicine and of public health.
    Principles and practices of program development and administration.
    Principles and practices of clinical management.
    Principles and practices of municipal budget preparation and administration.
    Principles of supervision, training and performance evaluation.
    Pertinent federal, state, and local laws, codes, and regulations.
    Federally qualified health center status, Medicaid, Title X, Medicare regulations
    Electronic health record systems (e.g. EPIC).

    Skill to:
    Operate appropriate computer equipment; use properly all related hardware and software.
    Operate assigned vehicle in the course of duty.

    Research, analyze, and evaluate new service delivery methods and techniques and apply federal, state, and local policies, laws, and regulations.

    Communicate clearly and concisely, both orally and in writing.
    Establish and maintain effective working relationships with those contacted in the course of work.
    Apply Lean thinking or another quality improvement methodology in a healthcare environment.
    Manage in a union environment and maintain positive labor relations.
    Work with vulnerable populations.
    Required Education and Experience
    Each applicant must have a Doctor of Medicine Degree (M.D. or D.O.) from an accredited college or university.

    Additionally, each applicant must have five years of administrative and management experience as a medical doctor/physician; Applicants must have board certification in a Primary Care medical specialty such as internal medicine, family medicine or pediatrics.


    OTHER REQUIREMENTS
    Must have a valid Driver's License.
    Must be an excellent communicator and team builder.
    Must have a valid license to practice medicine from the Ohio State Medical Board.
    MILITARY EDUCATION & EXPERIENCE EVALUATION

    Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

    Working and Physical Conditions

    Environmental Conditions:

    Office environment; exposure to computer screens; some work involved at public health clinics; possibility of exposure to communicable diseases or ailments.


    Physical Conditions:

    Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; ability to distinguish colors; general manual dexterity required; must be able to operate assigned vehicle.

    Examples of Work Performed

    Assumes management responsibility for assigned services and activities of the Health Department including the primary health care system and public health programs.

    Maintains oversight responsibility for the credentialing and privileging of all medical and dental providers (e.g. nurses, physicians, medical assistants, etc.).
    Establish medical protocols and standing orders
    Ensures compliance with Standard Care Agreement for nurse practitioners and collaborating physicians as described in the Ohio Revised Code.

    Ensures that medical providers comply with internal policies and procedures as well as external requirements associated with the external regulatory bodies such as HRSA, ODH etc.

    Ensure clinical staff remains up to date on current clinical protocols and evidenced-based practice.
    Performing professional work as a physician providing direct in- person patient care services
    Supervise all clinical programs under the scope of the health center
    Directs the Quality Assurance/ Improvement Program; develops clinical policies and procedures.

    Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.

    Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.

    Plans, directs, coordinates, and reviews the work plan for staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.

    Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

    Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.

    Serves as liaison between the Health Department and the community in matters of significance to public health; provides information to the public regarding communicable diseases, immunization needs, and other related issues.

    Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.

    Responsible for working with the Cincinnati Board of Health and City of Cincinnati Primary Care Board and staff to develop and communicate the health center's vision/plans for improving the health of the people living in the targeted areas.

    Provides oversight of the development of minutes and assemble provider folders for CCPC meeting.

    Supports the PCMH initiatives implemented by the FQHC.Provides senior-level medical direction to departmental public health programs, such as communicable disease control, lead poisoning prevention, immunization programs, and environmental health activities.

    Provides leadership and direction for Assure Patient Centered Medical Home and Patient Centered Specialty Practice.

    Provides medical management to the primary health care system:

    recruit physicians; develops, implements, and monitors the quality improvement program; reviews and revises primary health care standards and protocols; reviews reports from specific cases/incidents as appropriate.

    Provide direct patient care, as needed. Provides responsible staff assistance to the Health Commissioner. Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to programs, policies, and procedures as appropriate.

    Attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields of public health and medicine.

    The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.


    Eligible dependents include:
    Legal Spouse or Equal Partner
    Child (natural child, adopted child, and/or child who the group has determined is covered under a "Qualified Medical Child Support Order")
    Step-child
    Child for whom the employee or employee's spouse/equal partner is a legal guardian
    Basic Life Insurance
    A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees.

    Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

    Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

    Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense.

    Premiums are determined by age, amount of coverage, and various additional factors.
    Flexible Benefits Plans
    Healthcare Flex Spending Account

    City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

    Dependent Care Flex Spending Account

    City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses.

    Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
    Transportation Expense Reimbursement Account

    City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work.

    Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
    Healthy Lifestyles Program

    City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health.

    The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals.

    These dollars can be used to offset qualified out-of-pocket medical expenses.
    Integrated Health Reimbursement Arrangement (HRA)
    This is a voluntary program that serves as an alternative healthcare option to traditional medical plans.

    If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

    Retirement Plan
    The City provides a defined benefit pension plan for part-time and full-timeemployees.

    New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system.

    CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements.

    The following groups are excluded from participation in CRS:

    Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

    Deferred Compensation

    As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan.

    The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
