SUMMARY OF DUTIES:


ESSENTIAL FUNCTIONS:


  • Coordinate and manage longrange and/or nearterm work planning activities (e.g., outage, workforce, and equipment planning and resource allocation) for Amtrak's portfolio of capital projects to optimize usage of planned track outages and promote adherence with master schedule of NEC capital projects.
  • Support work of consultant team(s) developing implementation action plan for accomplishing Amtrak's scope of work identified in the NEC Commission's CONNECT NEC plan.
  • Support organizational change management efforts necessary to accomplish the objectives of the department's new Project Development & Planning Services organization.
  • Promote collaborative working relationships with internal stakeholders (e.g., Service Delivery & Operations Dept., Strategy & Planning Dept., Finance Dept.) and external stakeholders (e.g., FRA, NEC state and commuter rail partners, NEC Commission staff).
  • Effectively contribute to a safe and secure work environment for employees and travel experience for customers; demonstrate necessary leadership to support a zero incident and injury culture within Amtrak.
  • Design Reports and Dashboards in Power BI.

MINIMUM QUALIFICATIONS:


  • Principles and practices of project management; capital planning and reporting; work planning (for capital construction projects); and project delivery.
  • Proficiency in Power BI, including the ability to create, manipulate, and visualize data using Power BI Desktop and Power BI Service.
  • Strong analytical skills and the ability to interpret and analyze data effectively using Power BI.
  • Experience connecting Power BI to various data sources, including databases (e.g., SQL Server, Oracle, MySQL), Excel files, SharePoint lists, cloud services (e.g., Azure, AWS), and other sources of structured and unstructured data.
  • Knowledge of data transformation techniques, such as data cleaning, shaping, and modeling, using Power Query Editor and Power Pivot.
  • Utilize critical thinking and analytical skills to optimize usage of planned track outages, monitor risks impacting schedule adherence, adjust work plans and schedules, and support conflict resolution and prioritization decisions.
  • Communicate clearly and concisely in verbal and written form, including ability to articulate complex issues, and effectively interact with internal and external stakeholders at all levels.
  • Effectively manage time, set priorities, and achieve results in a dynamic, fastpaced environment.
  • Motivate and support people across the organization to work collaboratively to produce superior results; maintain a teamwork environment; work diplomatically across teams with varying objectives; solicit alternative points of view and objectively articulate the strengths and weaknesses of various options to reach an informed decision.
  • Identify problems and develop and implement solutions; facilitate effective conflict resolution; network with internal and external stakeholders and leverage relationships to resolve complex project issues; exercise judgment and creativity in making decisions.
  • Bachelor's degree in Transportation Planning, Engineering, Public Administration, Public Policy, Business, or a closely related field.
  • Equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
  • Microsoft Office suite, including Word, Power Point, and high proficiency in Excel; familiarity with Microsoft Project and Visio.
  • Must have excellent oral and written communication skills.

PREFERRED QUALIFICATIONS:


  • Bachelor's degree in Transportation Planning, Engineering, Public Administration, Public Policy, Business, or a closely related field.
  • 7+ years of relevant experience in project management, scheduling, capital construction, and/or transportation planning with an emphasis on management and oversight of complex, strategic initiatives, and projects.
