Core One is seeking an
Overseas Identity Vetting Specialist** to support our Counterterrorism Vetting and Linguistic Support program. This position requires a Secret clearance. This position is located at U.S. Embassies and Consulates overseas, primarily in designated high threat countries


Major Duties and Responsibilities

  • Support the vetting program designed to clear both host country nationals and third country nationals for access to Chief of Mission facilities or recommend their denial of access.
  • Schedules and conducts indepth counterintelligence and counterterrorism vetting interviews of locally employed staff job applicants and locally employed staff undergoing a renewal of their security certification. Also conduct interviews specifically related to polygraph failures and any other investigations under the direction of the Regional Security Officer.
  • Provide timely written Memorandums of Interview for RSO review and approval.
  • Compile information provided by Identity Intelligence Analysts into a final vetting report for RSO review and approval.
  • Interviews walkin sources, conducts liaison, supports security/force protection programs and produces timely written reports and assessments.
  • Provide analytical support for the conduct of polygraph examinations as required by RSO SOPs.
  • Provide direct support to the Regional Security Office as appropriate, thereby freeing Regional Security Officers for other duties.
  • Ensure that individuals who pose a potential threat to U.S. interests are added to appropriate watch lists and that information regarding these individuals is shared with Regional Security Officers in a timely manner.
  • Ensure compliance with laws, regulations, executive orders, and directives promulgated by Congress, the Secretary of State, and the Director of National Intelligence to achieve goals and objectives.
  • Prepare and present oral briefings on their findings to CCV management and other DS offices as appropriate.
  • Participate in foreign travel for the purpose of deploying DSIAS to new locations at U.S. Embassies and Consulates. This duty includes providing training to Foreign Service National Investigators on DSIAS and conducting mass enrollments of locally employed staff into DSIAS.
  • Perform Temporary Duty at any RSO Office worldwide to work as a Vetting Specialist to support the RSO mission of vetting locally engaged staff employees and job applicants.
  • Utilize DSIAS to biometrically enroll locally employed staff and job applicants at U.S. Embassies and Consulates worldwide.
  • Undertake any other auxiliary duties as assigned to support the DS/ICI/CCV mission.
  • Ensures the proper storage and maintenance of accumulated data (classified and unclassified).

Qualifications

  • Four years' experience as trained counterintelligence agent.


Such experienced may be gained through former service in the following Department of Defense Military Occupational Specialties, or other military service equivalent, or their civilian equivalents: 35L (Counterintelligence Agent), 35M (Human Intelligence Collector), 351L (Counterintelligence Technician), 351M (Human Intelligence Collection Technician) and/or Civilian Law Enforcement Intelligence Specialist 132 and Criminal Investigator 181- Must have experience with personnel vetting, and/or investigative questioning techniques and be knowledgeable regarding classified search engines and databases related to the personnel vetting process.


  • Experience with CELLEX collection and analysis highly desirable.
  • Skill in oral and written communication to prepare and present analysis, provide guidance, solicit information, defend proposals, and negotiate agreements.
  • Experience in the collection, analysis and dissemination of foreign affairs and terrorismrelated information.
  • Ability to deal effectively with individuals at all organization and management levels both inside and outside the Department in order to establish and maintain liaison with individuals representing a broad range of organizations and interests involved in and affected by Directorate programs. This includes Intelligence Community and other Executive Branch agencies.
  • Problemsolving skills and the ability to prioritize multiple and sometimes conflicting and complex tasks.
  • Must be able to operate as part of a team, cooperate effectively with other team members, and be mission focused.
  • Must be a United States citizen
  • Secret or Top Secret personnel security clear
