OCT Consulting LLC is a boutique management and strategy consulting company that provides support to Federal Government clients.

We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT Consulting has grown significantly within the last 3 years and continues to grow. We are looking to bring onboard an intelligent, intellectually curious, organized, diligent, and detail-oriented Management Consulting Analyst or

Associate to support a government client's efforts to reorganize their workforce of over 500 FTEs around Category Management principles.

You will be responsible for updating relevant policies relating to the reorganization, creating document review matrices, and ensuring that new processes are properly documented, including business process mapping.

You will also be responsible for providing the client guidance around operations and communications.

You will advise the client on how to communicate business process changes to the organization and lead an education and training campaign to socialize new policies and procedures.

You will facilitate trainings and briefings, as needed, to support these education and training efforts.


Responsibilities and duties include:

  • Providing support and guidance to the government client around operations, communications, and training
  • Writing and updating the organization's policies related to the reorganization efforts
  • Documenting new and updated business processes, including document review matrices
  • Communicating business process changes to the client's workforce of over 500 FTEs through education and training campaigns
  • Assist with the development of various presentations, briefing materials, plans, and infographics using Excel, Google, and MS PowerPoint
  • Supporting executivelevel meeting facilitation and scheduling, and facilitating new and recurring meetings to build consensus, gain approval on key decisions, and conduct research
  • Conduct oneonone and small group interviews to solicit stakeholder feedback
  • Draft, finalize, and distribute meeting minutes
  • As requested, conduct selfdirected research and analysis, produce reports and presentations, and complete other work, as assigned
  • Perform other administrative and management (e.g., conducting stakeholder briefings and feedback sessions) duties as assigned
  • Note that this is an excellent opportunity to work with a small team of management consultants working closely with highlevel government executives to build a new governance process for an agency
  • There will be ample opportunity to learn new skills (e.g., consulting frameworks, storylining in PPT, process improvement, project planning, facilitation, etc.) and grow in your role to take on more responsibility

Requirements:

Minimum of five (5) years of work experience providing mid-level project and program support within the Department of State, DoD, or other Federal agencies

  • Previous management consulting (or similar) experience is highly desired (whether within the public or private sector; either is desirable)
  • Experience providing technical writing support to a Federal government program office
  • Experience in policy writing for a Federal agency
  • Background in Category Management (preferred)
  • Background supporting reorganization efforts for a Federal agency (preferred)
  • Excellent organizational and detailoriented working style; you should be capable of creating executivelevel materials with mínimal oversight
  • Excellent communication skills, and the ability to work collaboratively in support of senior government stakeholders
  • Proficiency in Microsoft suite of programs, as well as Google tools to manage Shared files
  • Ability to manage competing priorities and multiple taskings, and work in a fastpaced working environment
  • Openness to feedback and continuous selfimprovement; selfawareness to understand the areas where you excel and those which will require further development
  • Highly intellectually curious and resourceful when approaching problems and determining solutions
  • Topnotch organizational skills
  • Willingness to perform a broad range of tasks that include everything from highlevel strategy creation to administrative duties
  • Experience with staff work within the Federal government space
  • Demonstrate critical thinking and flexibility in supporting a diverse set of projects
  • Bachelor's Degree (preferred)
  • Must possess or be able to obtain and retain a Moderate Risk Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check (Current Secret or higher clearance preferred)
Ability to Commute/Relocate


The position is primarily off-site but may require one or more days per week at the Federal client site in Rosslyn, VA (i.e., Arlington, VA) and/or in Washington, DC.
