Salary Range: $40,916 - $65,875
Purpose of Classification:
The purpose of this classification is to coordinate and participate in the maintenance of the DeKalb County's water or wastewater treatment plants, equipment and processes.
This classification is safety sensitive, subject to random drug testing in accordance with the County's Drug & Alcohol Policy.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Handles procurement requisitions for Snapfinger (SF), Pole Bridge and all DeKalb County lift stations; prepares purchase requisitions with proper justifications and proper approvals from the superintendents of each facility and sends to Procurement to get a purchase order (PO); monitors all requisitions for comparable pricing from different vendors other than the County contracted vendor parts or services; ensures proper requisition procedures are followed for three County accounts; Snapfinger (SF), Pole Bridge and DeKalb County lift stations; prepares sole-source justification (depending on the product and the vendor's statement to avoid comparable pricing from different vendors); and prepares an emergency justification according to the County format, when needed.
Maintains daily inventory of critical spare parts and equipment at SF warehouse, Pole Bridge warehouse and all DeKalb County lift stations; ensures incoming parts and equipment are properly inspected and received through the Oracle financial system for proper payment to vendors; distributes parts in the same manner to the assigned mechanics on the work order and checks out parts in the Oracle WAM; oversees a periodic physical inventory to help determine the accuracy of the on-hand critical spare parts, especially for lift stations; and conducts a complete physical inventory at the end of each year.
Interacts with maintenance group personnel and supervisors; meets with supervisors and senior mechanics to collaborate on planning, projects, heavy equipment rentals and updating purchase orders and parts for open work orders; and holds separate discussions for the SF plant, Pole Bridge plant and each DeKalb County lift station. Contacts vendors and contractors and submits vendor evaluation reports to Purchasing; holds phone and in-person meetings to discuss the purpose, size and quantity of needed parts; shows vendors, either individual or numerous vendors (if work is non-contracted) equipment of interest to elicit top recommendations and best price quotes; and develops sole-source justification for a purchase, as appropriate.
Handles recordkeeping, shipping and receiving, stocking and distribution; organizes paper copies of requisitions and purchase orders; keeps documents for up to three years and archives them; and closes requisitions once needed parts are received, matched to packing slips, copies verified in Oracle WAM and stamped complete.
Helps ensure maintenance coverage, rotating 24 hours on call; helps maintenance groups find appropriate parts; and discusses troubleshooting of equipment in emergency situations.
Carries out special projects as assigned.
Minimum Qualifications: High school diploma or GED required; completion of a training program in one or more of the mechanical, electrical or electronic trades; two years of experience in water or wastewater treatment plant mechanics, mechanical repair and utility plant maintenance, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license; must obtain a valid Georgia Water Distribution System Operator license or Wastewater Collection System Operator license within two years of employment.
