Under the general direction of the Program Manager II, the Program Manager I (PM I) performs a wide range of complex managerial and analytical tasks in the Debris Operations Unit related to the provision of federal and state disaster assistance grant programs, including but not limited to: Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Hazardous Materials Emergency Preparedness grant (HMEP), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), and others.


The PM I direct fully developed staff functions; supervises a group of professional, technical or analytical staff performing journeyperson level work; and personally performs the most difficult or sensitive work.

The Incumbent is responsible for management, supervision, and organization of resources, as well as the implementation of program objectives. To ensure program objectives are met, the PM I may be required to work extended hours, e.g. nights, weekends, and holidays.

The PM I perform all program work and is responsible for managing staff during both normal and disaster recovery operations.


Primary management duties involve supervisorial responsibility for staff; planning, coordinating, and directing resources effectively; developing, reviewing, and approving all program-related documentation; soliciting and ensuring necessary input from and coordination with all persons contacted in the course of work; making financial, programmatic, and administrative decisions on all aspects of the program; and making recommendations to upper management.


In alignment with the strategic plan, the PM I develop, directs, and empowers staff to ensure they are customer-focused innovators and problem solvers providing a high level of service and technical expertise in their delivery of services.

The PM I identifies innovative opportunities and makes recommendations for potential consideration for the strategic plan, undertakes department-wide projects, and anticipates the needs of, and impacts on, disaster recovery program and operation.

The PM I establish and maintains relationships with various internal and external stakeholders, promotes organizational efficiency and operational excellence.

In addition, the PM I may be required to perform the same work tasks as subordinate staff, to ensure the mission, goals, and objectives of the unit/division/branch are met in the most timely and efficient manner


Headquarters for this position will be located in the Debris Operations Unit at the Mather office.

Training and Development (T&D) assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months.

The duration may also be the length of experience needed to meet the minimum qualifications. Please note they are only available to current California State employees who have permanent status.

Working Conditions


Telework - This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.


Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
