Description

Duties * Develop and coordinate supplemental budget instructions for assigned programs/areas.

* Examine and assess the funding requirements to ensure compliance with Dept of Defense (DOD)/Dept of Army (DOA) funding guidance and policies.

* Identify significant changes in DOD and HQDA policy or guidance which impact the planning and execution of assigned programs in the current and budget years.

* Evaluate the funding guidance and resource levels for their adequacy to support the mission and objectives of assigned programs.

* Coordinate with co-workers within the budget office, and other persons who provide information about the programs and budgets of the assigned organizations.

* Create viable recommendations for resolution of complex problems to include proposal for reprogramming initiatives which realign resources within the programs.

* Develop recommended distribution of fund allotments, targets, and limitations for assigned programs by analyzing past and projected funding requirements and utilization.

* Perform detailed analysis and reconciliation assigned transactions and takes corrective action, as necessary.

Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

* Must be able to obtain an INTERIM Secret clearance prior to employment and maintain a fully adjudicated Secret clearance during employment.

* Financial Management Level 2 certification must be obtained within the timeframe established by management. Failure to obtain this certification within the required timeframe may result in adverse action.

Experience Required:

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience is defined as:
formulating budgets, providing budgetary guidance, and providing budgetary support services.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency in the following areas:

Budget Formulation, Justification, and Presentation
Concepts, Policies, and Principles of Budget
Financial Management Time in

Grade Requirement:

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education For this position you must qualify based on your experiences described in your resume. No education substitution is allowed.

Additional information * Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

* You will be required to provide proof of U.S. Citizenship. * One year trial/probationary period may be required. * Direct deposit of pay is required. * Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
