The City of San Bernardino is seeking a strategic Engineer with strong experience in managing multiphase capital improvement projects from conceptual initiation through construction closeout.


The Position:


The Engineering Project Manager is responsible for coordinating services, strategies, management programs and complex projects of the Public Works Department.

The incumbent provides leadership and direction to other Engineering staff and works as the primary project liaison and has overall engineering and/or administrative responsibility for the design, bid, compliance, development and administration of contracts, budgets, construction and operation of multiple, major, multi-year Public Works Improvement Projects.

Essential Duties & Responsibilities:

Essential duties and responsibilities may include, but are not limited to, the following:

  • Serves as project manager for assigned projects from conception through implementation; develop requests for bids, qualifications and proposals; solicit bids; prepare budgets; prepare designs and specifications; review the work of consultants and contractors; ensure compliance with plans, specifications, and City and regional standards; recommend modifications as necessary.
  • Reviews public and private improvement plans such as street and capital improvement plans for compliance with City ordinances, rightofway issues, lotline adjustments, and for overall integrity.
  • Establishes appropriate indicators to track assigned projects in terms of both output and outcome including costs, schedule adherence, and quality.
  • Participates in the selection of architects and contractors; negotiates contracts with service providers.
  • Develops administrative reports to present to the City Council and general public.
  • Identifies, investigates and resolves projectrelated problems affecting adjacent property owners, contractors and others to keep all construction activities on track and moving forward.
  • Coordinates construction with design, traffic, rightofway sections, city departments and outside agencies as appropriate. Consults with contractors, engineering consultants and staff, developers and others on public works projects, engineering problems, engineering design, method and standards.
  • Identifies and recommends contract change orders where appropriate; prepares required State and Federal reports for various construction projects, and other reports, memos and correspondence related to contract compliance.
  • Reviews daily inspection reports; prepares periodic reports on the progress of all contracts; compiles and maintains statistics and records on project status and contractor performance; performs inspections in the field on special and more complex inspection assignments; conducts final review of all projects.
  • Evaluates and analyzes City codes, policies, and issues to recommend and implement revisions or solutions within scope of authority; ensures compliance with all laws, policies, regulations, timelines, and goals; interprets statutes and regulations; coordinates programs with local, state, Federal, and regional agencies.
  • Manages the collection, compilation, and presentation of project, operational, and financial data; prepares and presents proposals and various special and recurring reports; participates in various meetings with City Council, regional government organizations, community groups, and state and Federal agencies.
  • Provides direction, management, and guidance on programs, activities, and issues; coordinates projects, evaluates workload, and prioritizes and coordinates work assignments; monitors workflow and accuracy of work to ensure the appropriate allocation of resources.
  • Trains, coaches, and instructs employees as required to accomplish required tasks and duties; participates in staff evaluations with designated supervisor to provide impartial feedback regarding performance.
  • Represent the Engineering Division in meetings with contractors, engineers, developers, property owners, attorneys, and representatives
