Duties:


  • The incumbent serves as the Information System Security Manager (ISSM) for the Engineering and System Integration (ESI) Directorate, directing and developing guidance, plans, and procedures for implementation of the major Cybersecurity Programs.
  • Maintains and reports Risk Management Framework (RMF) assessment and authorization status and issues of Information Systems (IS), networks, and Platform Information Technology (PIT) and establishes accountability to the Cybersecurity workforce.
  • Directs Cybersecurity activities including operation resiliency, integration and operation, cyberspace defense, performance effectiveness, information protection, and identity assurance.
  • Reviews IS/networks/PIT for changes affecting security and accreditation and ensures Cybersecurity inspections, tests, and reviews are coordinated.
  • Monitors and reviews to ensure established Cybersecurity policies and procedures are followed.
  • Ensures constant state of inspection and audit readiness of organizational and systemlevel entries in IT and Cybersecurity repositories and portfolio systems.
  • Advise senior management on Information Assurance programs, project results, risk levels or security posture.
  • Ensures implementation of security measures and procedures and ensures incident and unauthorized disclosure reporting.
  • Provides direction to the ISSO for Cybersecurity training and certification and incorporation into tracking databases.
  • Perform IA security scans and keep security accreditation documentation up to date.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret SCI security clearance or access for the duration of employment.
  • A preemployment and recurring comprehensive background investigation includes, but is not limited to:
  • Contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This is a Defense Cyberspace Workforce Framework (DCWF) position as outlined in DoDD Cyberspace Workforce Management, Encl 2, Par 9(c)(d).
  • This position is required to maintain certification status IAW DoD M, 12/19/05, Incorporating Change 4, 11/10/201
  • This position requires Information Assurance Management (IAM) Level III certification or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoDD 8140.

  • Specialized and Other Experience:
  • To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE03 or GS13) or equivalent pay band in the Federal service which includes 1) Conduct IT networking or system design/development techniques for a CyberSecurity/Information protection program; 2) Review IT security measures or procedures for program implementation; and 3) Monitor risk assessment, organizational accreditation, or compliance in regards to Cybersecurity policies/processes.
  • This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE03/GS13).
  • The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
