The Project Manager will work with the Veterans Health Information Systems and Technology Architecture Blood Establishment Computer Software (VBECS) team for the Department of Veterans Affairs (VA).

Using a SAFe Agile delivery framework, this project delivers project management, change and configuration management support, release management support, business analysis, business process engineering support, documentation support, training, testing, and business requirements management support while ensuring communication and collaboration both internally and externally.

The Project Manager will be responsible for all aspects of the project, including (but not limited to) customer relations, sub-contractor partner relations, project finances, team management, schedule, risk management, process management, and overall project performance.


Position Responsibilities:


  • Assist in capturing business requirements and success criteria for VBECS Product
  • Attend all meetings to capture change requests, new priorities, and provide inputs when required
  • Coordinate and manage a diverse team of staff to deliver results on time with high quality
  • Actively lead and manage all phases of the project lifecycle from initiation through closure, including project planning, contract management, project execution, and tracking and reporting
  • Work with internal and external stakeholders to determine development and business needs
  • Coordinate with VA leadership, developers, and analysts to provide insight
  • Requirements management and analysis using specified VA tools
  • Use business requirements to drive the design or review of test cases, process change requests, and help manage project scope, product acceptance, installation, and production deployment
  • Manages and tracks the status of requirements throughout the project lifecycle; enforce and redefine, as necessary.
  • Ensure adherence to 508 regulations and standards
  • Analyze areas for process improvement and identify solutions
  • Demonstrated success as a Project Manager
  • Comfortability working with a team to formulate solutions to complex problems
  • Demonstrated experience managing requirements documentation
  • Strong leadership skills and experience managing project teams of 1015 people in a remote setting
  • Experience identifying, mitigating, and managing project risks and issues
  • Experience assisting in the development of project plans, responding to requests for information, and developing and presenting briefings on project status to program leadership
  • Experience in creating, applying, and maintaining tools to track program, project, or task performance data, including cost, schedule, velocity, and other project metrics
  • Experience developing and reviewing project documentation, such as project management plans, business / technical requirements, and other project artifacts
  • Strong analytical capabilities and technical knowledge by providing supportable technical solutions

Qualifications:


  • Bachelor's degree in Operations Research, Mathematics, Computer Science, Cost Accounting, Business or related technical discipline (8 years of additional relevant experience may be substituted for education)
  • Agile / SAFe certification (preferred)
  • PMP certification a plus
  • Minimum of 6 years of relevant experience
  • Experience working in VA or other Government agency [desired]
  • Ability to obtain a Government public trust clearance
