    Overview:


    The Program Analyst is responsible for independently making determinations of best practices for multiple business and technical functions as directed by the Engineering Process Delivery Team, including expertise in multiple program areas such as regional planning processes, relevant sections of the SPP Open Access Transmission Tariff (OATT) and Business Practices, stakeholder facilitation, project management, and process and procedure creation and maintenance.


    This position plans and executes project and program activities in a collaborative manner and demonstrates ownership of Engineering Process Delivery processes and procedures.


    The Program Analyst will lead project management/coordination of assigned projects and initiatives; demonstrate adherence to Engineering Services processes and procedures; develop and maintain projects; identify scope, risks, and deliverables; manage or coordinate team tasks; conduct lessons learned; and facilitate team meetings and coordination among Engineering or other SPP departments.


    The position requires frequent interaction with SPP staff, management, stakeholders, and regulators requiring the incumbent to be able to facilitate meetings, action items, and communicate effectively.

    This communication, both written and oral, is for the purposes of requests, analysis, coordination, guidance, and presentations.


    Activities may include officer involvement with working groups, active leadership, and involvement with multiple Engineering efforts, representing Engineering Services inside and outside of the Engineering department, and reviewing and approving work efforts of team members.

    The Program Analyst is expected to work with minimal to no supervision.

    As such, an excellent working relationship with all parties must be maintained to ensure the accomplishment of the goals and objectives of the organization.

    Essential Functions

    Advanced knowledge of facilitating and managing contracts is required


    This includes:
    Draft contracts, including but not limited to procurement agreements, service contracts, and vendor agreements.
    Negotiate contract terms and conditions with external parties, aiming to secure favorable terms for the organization.
    Collaborate with internal stakeholders to understand their needs and concerns during the negotiation process.
    Review and analyze contract terms and conditions to identify potential risks, inconsistencies, and areas for improvement.
    Ensure contracts adhere to legal and regulatory requirements.
    Maintain a centralized repository for all contracts and related documentation.
    Conduct risk assessments associated with contract terms and conditions.
    Develop strategies to mitigate potential risks and protect the organization's interests.
    Communicate effectively with external parties to address queries, resolve disputes, and finalize contract terms.

    Other Responsibilities:


    Provide project leadership and support for strategic initiatives for Engineering; create and deliver project status and progress reports to executive level audience and project team members.

    Lead or initiate programs critical to the success of SPP Engineering department, delivering professional service to internal and external stakeholders.

    Apply advanced understanding of the SPP Open Access Transmission Tariff, FERC and NERC governing documents, SPP By-Laws, SPP Criteria, and the SPP Committee structure in order to provide regional planning support.

    Mentor and support the development of team staff by leading team efforts, reviewing reports and studies, and increasing the skill levels of other team members.

    Perform other duties as assigned.

    Qualifications

    Education Requirements:

    Bachelor's degree in a technical or business field or equivalent experience

    Experience Requirements:

    Sr. Program Analyst - Seven (7) years of job-related work experience
    Program Analyst III - Five (5) years of job-related work experience
    Program Analyst II - Three (3) years of job-related work experience

    Preferred

    :

    Experience in the electric utility industry, database management systems, data analysis and report writing
    Understanding of SPP Open Access Transmission Tariff, FERC and NERC governing documents, SPP By-Laws, SPP Criteria, and the SPP Committee structure
    Knowledge and technical experience with Tempo Planning toolset
    Knowledge and technical experience with Microsoft Project
    Experience dealing with customers and/or vendors
    Formal or informal project management courses or experience
    Technical writing experience
    Software development life cycle experience such as requirements or testing
    Business analysis experience

    Work Environment:

    This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    While performing the duties of this job, the employee is regularly required to make decisions, interpret data, and problem solve.

    The employee frequently is required to stand or sit for extended periods; use hands to operate a computer keyboard and standard office equipment.

    The employee must occasionally lift and move up to 10 pounds.

    Requires the ability to work and collaborate with managers and employees at all levels to exchange ideas, information, and opinions to facilitate the task.

    Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.

    Position Type and Expected Hours of Work:

    This is a full-time position. Days and hours of workweek are Monday through Friday; 8:00 a.

    m. to 5:
    00 p.m.
    Working extended hours may be required.


    Travel Requirement:

    • This position requires minimal travel (approximately 0-15%)
