    The Property Control Specialist provides inventory management services for government property in support of the Human Health and Performance Contract (HHPC) at Johnson Space Center (JSC). The Property Control Specialist is primarily responsible for contractually required excess transfers submitted to NASA/JSC, disposal of excess NASA property, audit property on JSC property and assist in procurement submittals as needed by ROI engineering.

    RESPONSIBILITIES:

    • Comply with Safety, Health and Environmental plan. Must be committed to a high standard of safety and be willing and able to comply with all safety laws as well as all applicable company/contract safety policies and rules. Must report safety violations and potential safety violations to appropriate management personnel.

    • Comply with the Quality Assurance Plan policies and procedures.

    • Maintain regular and acceptable attendance level as determined by the company policy and manager requirement.

    • Complete all assigned training on time.

    • Comply with all applicable KBR policies, procedures, and work instructions.

    • Maintain confidentiality of all proprietary and personal information to which access has been granted.

    • Positively represent HHPC and KBR at all times through a success-oriented and professional demeanor.

    • Process underutilized/excess Government Property for transfer to JSC for disposal/reutilization. Includes sorting material submitted as excess, researching market values for non-flight materials and equipment, creation/submission of all required disposal documentation, organizing/storing of pending transaction shipments, and delivery of approved shipments to JSC for processing.

    • Process underutilized/excess Corporate Property for disposal. Includes sorting material and equipment submitted as excess, creation/submission of all required disposal documentation, organizing/storing of pending transaction shipments, obtaining pricing information from disposal vendors for submission to Purchasing, and coordinating pickup of approved shipments by disposal vendors.

    • Prepare proper documentation and perform data entry to establish property control records in KBR property control system.

    • Assist the Property Control Inventory Specialist with performing the annual wall-to-wall inventory and with reconciling all corrections and posting to the Property Database.

    • Interface with NASA/JSC Equipment Management Representative and Property Disposal Officer for copies of final documents transferred on-site at NASA/JSC.

    • Maintain up to date knowledge of applicable industry standards, guidelines, technology trends and property management methods.

    • Build and maintain trusted relationships with key customers, stakeholders and employees.

    • Exhibit, promote and maintain a service-oriented, customer-service focused attitude at all times.

    • Provide periodic status reports of work activities to the Property and Logistics Manager.

    • Ensure that deliverables meet all applicable KBR and NASA quality standards.

    • Perform additional duties as needed, which may occasionally require work on weekends and/or evenings, sometimes with little to no advance notice.

    Requirements

    KNOWLEDGE, SKILLS & ABILITIES

    EDUCATION/EXPERIENCE
    REQUIRED:

    • High school diploma plus four years experience in a property specialist, inventory control or shipping/receiving role.

    DESIRED:

    • Previous experience with data entry and database maintenance

    • Familiarity with Federal Acquisition Regulations (FAR)

    • Familiarity with NASA FAR Supplement (NFS)

    • Familiarity with JSC Forms (e.g. JF290, JF528, JF314)

    • Familiarity with NASA Forms (e.g. NF1018, NF1617)

    • Familiarity with Department of Defense (DoD) forms (e.g. DD1149, DD250)

    SKILLS/TRAINING
    REQUIRED:

    • Exceptional customer service skills.

    • Proficient with written and verbal communication for confident and effective interaction with customers, employees and management.

    • Proficient with Microsoft Office Suite, primarily Excel, Word and PowerPoint.

    • Proficient with accurate data entry.

    • Ability to multitask, prioritize, and manage time efficiently.

    DESIRED:

    • National Property Management Association (NMPA) certification

    This position is subject to the Service Contract Act ("SCA") and your pay and benefits comply with the Area-Wide Wage Determination ("AWD") applicable to the contract. This position will pay no less than the amount included in the AWD for the corresponding labor category. Additionally, this position will be eligible to receive the Health and Welfare Benefit included in the AWD, less the cost of certain benefits, including retirement.
