  • The Administration for Children's Services (ACS) protects and promotes the safety and wellbeing of New York City's children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families through communitybased programming and preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency's Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive communitybased alternatives for youth, and support services for families. ACS is also a key part of NYC's early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and lowincome children so they can access safe, affordable, quality care.
  • ACS' Division of Child and Family Wellbeing (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy selfdetermination. A critical piece of CFWB's portfolio is the operation of the City's subsidized child care voucher system one of the largest child care assistance programs in the country. ACS providers vouchers to tens of thousands of lowincome and child welfareinvolved families, allowing parents and caregivers to access affordable child care at the provider of their choice while they pursue work, education, or training.
  • The Voucher Enrollment Unit (VEU) provides child care information, updates and assistance to support provider and program enrollment. The main task of VEU is to issue and enroll child care vouchers to lowincome families as well as to enroll, update and maintain providers and programs who are linked to these vouchers. VEU works with CFWB Child Care Eligibility teams to confirm eligibility status of child care cases and Human Resources Administration (HRA) Job Center Staff to enroll providers/programs who are caring for TANF children into the Automated Child Care Information System (ACCIS). VEU also collaborates with CFBW Special Referral Unit (SRU) who refers clients with child welfare cases to receive child care vouchers.

Job Description:


  • Reporting to the Supervisor of the VEU Unit, the Community Associate/Enrollment Specialist, with latitude to independent judgment and decisionmaking, has the following responsibilities:
  • Enroll, update, and maintain providers and programs with TANF and low-income vouchers.
  • Update provider and program license, rates, capacity, social security/EIN#.
  • Verify provider eligibility with OCFS and/or DOHMH.
  • Update enrollment details in the VEU Tracking Log
  • Manage Enrollment Portals for submitted vouchers and voucher requests.
  • Image enrollment documents to the HRA Viewer, the NYC electronic filing system
  • Generate new provider and program number in ACCIS.
  • Conduct research in childcare databases including ACCIS, CCATS, CCFS.
  • Liaise with Provider Inquiry Unit (PIU), Legally Exempt Provider (LEP) Unit, CFWB Call Center, and other CFWB Operations units to manage parent/provider/program/children enrollment for both TANF and lowincome populations.
  • Liaise with HRA Job Center Staff to support enrollment of TANF parents, providers, programs, and children.

  • Education and/or experience which is equivalent to "1" above.
Public Service Loan Forgiveness Residency RequirementNew York City residency is generally required within 90 days of appointment.

However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
