Worldwide Counter Threat Solutions (WCTS), an award-winning contracting firm, is recruiting an exceptionally highly qualified
Technical Writer, Jr, to support the Veteran's Affairs (VA) Office of Enterprise Integration (OEI).


This position is contingent upon contract award.

Location:

Hybrid work model with 2 days in our Fredericksburg office, occasional work from VA location in Washington, DC, and the rest remote.


Work Hours:8:30 - 5, within normal business hours.


Period of Performance:3-year contract


Travel:
As needed.


Expected Start Date:5/24/2024.


Overview or Scope:


This role will provide a full range of Integrated Program Management (IPM) tasks to include, but not limited to, delivering a variety of assessments, reports, and templates to OEI to assist the organization in supporting its stakeholders effectively.


Work includes:

  • Assessing competencies and providing training and coaching.
  • Assessing implementation of the Program Management Improvement and Accountability Act (PMIAA) and providing an action plan to help implement the law.
  • Assessing the top 20 topics on which VA leadership must make decisions and creating a decision rights matrix.
  • Assessing the VA's Strategic Planning process and Long-Range Planning process and creating deliverables to help the VA carry out plans in the future.
  • Assessing Mid-Year Management Reviews (MMRs) and developing materials to assist VA in preparing for the OMB Mid-Year Strategic Review and the Annual Performance Report.
  • Assessing the VA National Capital Region headquarters Work Environment Plan and authoring a report that creates a plan for implementation.
  • Analyzing the use of evidence in governance discussions and creating recommendations and templates to foster a culture of evidencebased decision making.
  • Assessing the VA's existing governance meeting templates and creating new templates that facilitate evidencebased decision making.

Responsibilities include but are not limited to:

  • Gathers, analyzes, and composes technical information required for preparation of user manuals, training materials, installation guides, proposals, reports, etc.
  • Edits functional descriptions, system specifications, user manuals, special reports, or any other customer deliverables and documents.
  • Conducts research and ensures the use of proper technical terminology.
  • Translates technical information into clear, readable documents to be used by technical and nontechnical personnel.

Requirements:


  • Education: Bachelor's degree
  • Years of relevant experience: 4 years
  • Expertise in writing, editing, publishing reports and technical documents.
  • Expertise in communicating technical verbiage into laymen's terminology.
  • Expertise in utilizing technology to liaise with staff/team members and stakeholders.
