    SUMMARY


    Markets the Goodwill Hawaii Work Programs to include the Supporting Employment Empowerment (SEE) Hawaii Work program to community business employers under the direction of the Program Coordinator through outreach and job development.

    Acts as a liaison between the employers and prospective employees received through the Goodwill Hawaii work programs.


    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.


    Employment Development
    Works closely with the business community to stay abreast of job trends and current labor market needs.

    Researches prospective partner businesses through varied means, including print records, media data, internet, and networking opportunities.


    Researches and compiles occupational, educational, and economic data regarding factors that would aid participants in fulfilling vocational and/or educational objectives.


    Participates directly with the business community through business associations, personal contacts and referrals to inform the business community of the employment services offered by the program and explore opportunities for partner business participation in the Goodwill Work programs.


    Develops relationships in the business community and obtains information regarding the nature of employment, including hiring requirements in the areas of skills, experience, education, and other qualifications.

    Originate outreach to prospective partner employers and provides information about the benefits employing those in Goodwill work programs. Responds to inquiries from prospective partners.

    Develops marketing tools to promote the Goodwill work programs to include the SEE Program with wide range of prospective employers.


    Employment Matching
    Works with the Career Navigator to assess and evaluate each prospective applicant.

    Collects, organizes and analyzes information through records, tests, interviews and professional sources to appraise each participant's work experience, interests, aptitudes, abilities and personality characteristics to determine job readiness and employment goals.

    Forwards each participant's job referral information to partner employers. Follows up on each participant's interviews and collects the required formal interview result form from employers.

    The interview result form will be forwarded to the Case Managers with a copy retained in the program file.

    Counsel's participants and provides group educational and vocational guidance services when needed. Develops and conducts workshops as needed to increase participants' job readiness.

    Following employment, works with the partner employers to evaluate each participant's progress. Travels on island to make employment site visits on/off hours on an as-needed basis.


    As employed SEE program participant transitions out of the subsidized employment site, supports the partner employer to ensure the required formal evaluation is completed.

    The evaluation will be forwarded to the FTW Case Manager and Career Navigator with a copy retained in the program file.


    Administrative Responsibilities
    Regularly reports to the Program Coordinator all data pertaining to employer recruitment, partner employers, and participant placement.

    Assists employers with completing and submitting required program paperwork. Formalizes SEE Agreements with participating businesses after advocating for clients' needs and negotiating the terms of the SEE Agreement.


    Timely and accurately processes, tracks, and records all employer, job order, job referral, placement and employer retention information in the SEE database.

    Audits and maintain program records and services according to contract, State, Federal, CARF, HIPAA requirements.

    Assists Billing Assistant with addressing any discrepancies related to and amount invoiced.

    Engages in follow-up activities with participants and employers to evaluate program success and make recommendations for program improvements.


    Employee Responsibilities
    Conducts work in a safe and responsible manner, utilizing protective clothing and/or equipment when appropriate. Complies with all safety standards.

    Follows state policies and procedures as specified in contract.

    Ensures that client confidentiality is maintained in accordance with contract, State, and Federal law including HIPAA.

    Supports and promotes all Ohana Nui initiatives.

    Responsible to understand and support CARF accreditation standards.

    Works on special projects as assigned by the Program Coordinator.


    SUPERVISORY RESPONSIBILITIES
    This job has no supervisory responsibilities.


    QUALIFICATIONS

    EDUCATION and/or EXPERIENCE
    Bachelor's degree (B.A. or B.S.) from a four-year college or university; and one to two years related work experience and/or training; or equivalent combination of education and experience.


    LANGUAGE SKILLS
    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of an organization.


    MATHEMATICAL SKILLS
    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


    REASONING ABILITY


    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

    Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


    CERTIFICATES, LICENSES, REGISTRATIONS
    Travel is required, must have a valid driver's license and access to an insured vehicle.
