    Position Summary: The Purchasing Manager will primarily focus on the Division of Instructional & Information Technology's (DIIT) purchasing functions, including the procurement of general supplies, IT equipment, software and professional services. This role is responsiblefor assisting in the supervision and oversight of the procurement process life cycle which includes reviewing and coordinating the purchase of various IT equipment, services, supplies and materials related to the development and installation of computer hardware and software for the Department of Education (DOE). Performs related work.

    Reports to: Purchasing Director

    Direct Reports: Budget Analyst and Operations Analyst

    Key Relationships: Primarily works internally with DIIT Chief Operations Officer (COO) team, DIIT Leadership teams, the Division of Contracts and Purchasing (DCP), Capital Budget Office (CBO) and externally with vendors and City Agencies, e.g., DoITT and OMB.

    RESPONSIBILITIES

  • Ensures that all purchasing activities are in compliance with the appropriate Standard Operating Procedures (SOP) guidelines, policies, and approved internal controls.
  • Manages staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, developing, interpreting, enforcing policies and procedures, and resolving staff issues.
  • Supervises staff responsible of overall purchasing process for the procurement of commodities and services, including but not limited to:
  • Managing all aspects of the procurement process.
  • Collaborating with DIIT's Finance & Budget teams to review DIIT requests.
  • Reviewing DIIT requests to determine the most cost-effective purchasing vehicle.
  • Performing market research on IT commodities and services.
  • Engaging with vendors and manufacturers for product information.
  • Reviewing and editing small purchase open market mini-bids and request for quotes.
  • Preparing, reviewing and approving Purchase Orders (POs).
  • Remediating vendor issues, as needed.
  • Processes DIIT's high-priority purchase requests, including but not limited to all aspects of procurement and PO generation.
  • Provides DIIT Leadership with guidance and strategic purchasing options.
  • Assists the COO Leadership Team in reviewing recommendations and procurement documentation prepared by other procurement staff.
  • Liaises with DCP to facilitate the correct interpretation of DOE Procurement Policy and Procedures (PPP) as well as SOP guidelines.
  • Maintains trackers and reports used to monitor operational functions including but not limited to: Annual DIIT renewals, Purchase Request Forms (PRF), PO Trackers, and year-over-year DIIT spending on commodities and services.
  • Completes ad-hoc research into various topics, e.g., best practices for purchasing and procurement, the direction of IT, best Enterprise Resource Planning software, etc.; conducting complex research and analysis and developing and presenting analysis; and providing recommendations for efficiencies, based on findings.
  • Performs duties of Purchasing Director in their absence.
  • Qualification Requirements:

    Minimum

  • A baccalaureate degree from an accredited college and four (4) years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
  • A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
  • Possession of an acceptable professional procurement certification may be substituted for up to one (1) year of the experience described in "1" above.     Preferred

  • 5+ years of public procurement and/or contract administration and management experience.
  • Working knowledge of DOE and/or City Systems e.g., Financial Accounting Management Information System (FAMIS) Portal, Galaxy, Green Screen, Financial Management (FMS), and PASSPort.
  • Working knowledge of DOE PPP and SOP.
  • Prior experience supervising staff.
  • Strategic thinker and self-starter.
  • Ability to manage multiple and competing priorities in a fast-paced working environment.
  • Highly skilled in decision-making, problem-solving and implementation.
  • Ability to work independently and in a team environment.
  • Strong attention to detail; exemplary follow-up and follow-through.
  • Prior experience in the policy-making process.
  • Prior experience in implementing innovative processes in a large-scale public sector environment.
  • Advanced working knowledge of Microsoft Excel and PowerPoint.
  • National Public Procurement Certification – CPPO, CPPB and/or CPP.
  • Salary : $88,905 - $111,688

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
