    Work Objective

    Performs responsible technically skilled work in a comprehensive municipal law enforcement department. Responsibilities extend to working an assigned shift of uniformed patrol, as well as criminal investigations, recording and reporting activities, and other administrative functions as assigned. Work includes substantial contribution to the department's community involvement activities and programs. Work is performed under minimal supervision with considerable latitude in the use of initiative and independent judgment. Position relies on experience to determine the best approach by using department policies and procedures.

    The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.     • Prepares a variety of logs, records and reports relating to uniformed patrol activities, arrests performed during assigned shift, and evidence logged or submitted in support of and attesting to subject(s) detainment or placement in jail
    • Maintains contact with unit Sergeant for the effective coordination of law enforcement and investigation activities, and for the purpose of providing mutual assistance during emergency situations or critical incidents
    • Participates in investigating criminal law violations occurring within the City limits (i.e. obtaining evidences, compiling information regarding crimes, preparing cases for filing of charges, testifying in court, etc.)
    • Works a uniformed shift in the performance of security patrols, traffic control, investigations, and first aid at accidents and detection, investigation and arrest of persons involved in crimes or misconduct
    • Patrols to serve and protect City streets, waterways, parks, commercial and residential areas; preserves the peace and enforces the law; controls vehicular traffic; prevents or detects and investigates misconduct involving misdemeanors, felonies and other law violations
    • Responds to emergency radio calls and investigates accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, and other incidents; takes appropriate law enforcement actions accordingly
    • Interrogates suspects, witnesses and drivers; preserves evidence; arrests violators; investigates and renders assistance at scene of vehicular accidents; summons ambulances and other law enforcement vehicles; takes measurements and draws diagrams of accident scenes
    • Conducts follow-up investigations of crimes committed during assigned shift; seeks out and questions victims, witnesses and suspects; develops leads and tips; searches scenes of crimes for clues; analyzes and evaluates evidence and arrests offenders; prepares cases for giving testimony and testifies in court proceedings
    • Serves warrants, summonses, subpoenas, civil and other official papers
    • Answers questions from the general public; refers the public to persons or agencies which can provide further assistance as required
    • Maintains law enforcement weapons and equipment in functional and presentable condition; assists in performing general maintenance and cleaning of departmental apparatus, vehicles, equipment, furnishings, and structures as needed
    • Maintains required level of proficiency in the use of firearms, less lethal weapons, defensive tactics, and evasive action/driving skills
    • Attends shift meetings, seminars, and training sessions as required to remain knowledgeable of operations and promote job performance
    • Performs general preventative maintenance on automotive equipment to include checking and maintaining proper fluid levels and tire pressure; ensures assigned vehicle and automotive equipment are kept clean and in proper operating condition; reports any needs for maintenance and repair to shift Sergeant
    • Responds to major emergencies and critical incidents; works collaboratively with internal departments and external agencies, thereby ensuring effective/efficient response
    • Maintains current knowledge of trends and developments in the technical fields of law enforcement, investigative services, community policing, and criminal intelligence
    • Must be able to provide truthful testimony in a court of law and must also be deemed credible by a court of law
    Minimum Qualifications

    High school diploma or GED, associate's degree in law enforcement, criminal justice, criminology or related field preferred; or an equivalent combination of education, certification, training, and/or experience. Must have a valid Florida driver's license. Must qualify for Equivalency of Training Certification and obtain State of Florida Police Officer certification through the Criminal Justice Standards and Training Commission (CJSTC) within 1 year of date of hire. May be required to have or obtain additional formal industry certification(s) based on area of assignment.

    Knowledge, Skills and Abilities

    In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully. Must be capable of performing all basic and advanced functions required of the position
    • Knowledge of applicable federal, state and local regulatory laws, standards and requirements governing the work
    • Knowledge of the operational, equipment, and facilities standards necessary to maintain a state of readiness for response to law enforcement matters, critical incidents, and other emergencies necessitating a law enforcement presence
    • Knowledge of department policies and procedures for the preparation, production and maintenance of reports, documentation and records
    • Knowledge of the incident command system, mass casualty incident protocols, and the field operations guidelines applicable to the nature, extent, and type of incident
    • Skill in the proper and safe use of assigned firearms, other less lethal weapons, and defensive tactics
    • Skill in working independently and following through with assignments with minimal direction
    • Ability to assess scene conditions, recognize current and potential safety hazards, and proceed with response in a manner to protect personal, team, and life safety
    • Ability to monitor progress in managing an incident, evaluate effectiveness of current strategies, and adjust response strategies accordingly
    • Ability to operate a computer using Microsoft Office products (Word, Outlook, and Excel) and applicable department/organizational specific software
    • Ability to research, compile and develop clear, concise and accurate reports and associated documentation to facilitate effective decision making
    • Ability to articulate, demonstrate and train others concerning current laws, standards, policies and procedures
    • Ability to exercise sound judgment and maintain confidentiality regarding critical and sensitive information, records, and reports
    • Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work
    • Ability to provide exceptional internal and external customer service
    • Ability to regularly attend work and arrive punctually for designated work schedule

    OTHER REQUIREMENTS
    PHYSICAL REQUIREMENTS:
    Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 80 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment.

    ENVIRONMENTAL REQUIREMENTS:
    Tasks are regularly performed inside and/or outside with potential exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).

    SENSORY REQUIREMENTS:
    Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing.

    EMERGENCY RESPONSE AND ESSENTIAL EMPLOYEE STATEMENT
    Every City employee has emergency response responsibilities, though not every position will be considered an essential employee during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

    City of Marco Island Employees participates in a Cafeteria-Style benefits plan. The cost of any benefit chosen by the employee is deducted from each paycheck.

    Health Insurance: The City currently offers a PPO (Preferred Provider)-type health insurance plan provided by Cigna.
    Dental Insurance: The City currently offers a PPO (Preferred Provider)-type dental insurance plan provided by The Standard.
    Vision Insurance: The City currently offers a PPO (Preferred Provider)-type vision insurance plan provided by The Standard.
    Supplemental Insurance: The City currently offers 4 types of supplemental insurance provided by AFLAC.
    Life Insurance and AD&D: The City offers a $50,000 life insurance and accidental death and dismemberment policy for employees.
    Additional Life Insurance: The City offers Additional Life in units of $10,000 to a maximum of $300,000. The minimum amount you can elect is $10,000. Employees can elect up to $80,000 with no medical questions. Spouse coverage is available in units of $5,000 to a maximum of $150,000, but not to exceed 50 percent of your Additional Life coverage. Employees may also elect $10,000 of Dependents Life insurance for eligible children.
    Short-term Disability: The City offers a short-term disability benefit that would provide a weekly benefit of 60% of $1,667 of your insured pre-disability earnings reduced by deductible income. The plan maximum weekly benefit is $1,000 and minimum is $15. The benefit waiting period is 30 days (accidental injury and other disabilities) the period of time that you must be continuously disabled before benefits become payable.
    Long-term Disability: The City offers a long-term disability benefit that would provide 60% of covered salary after the employee is disabled for six months. The premium for this insurance is .54 percent of salary. For example: calculate monthly salary x .54 ÷ 100 = monthly premium.
    Retirement Savings: The City contributes 6.5% of base earnings to a 401 retirement savings plan for non-bargaining unit employees.
    For IAFF bargaining unit members the City offers a Section 175 Pension Plan.
    For FOP bargaining unit members the City offers a Section 185 Pension Plan.
    Deferred Compensation Plan: The City offers a 457 Deferred Comp retirement savings plan for its employees. Contributions to this plan are voluntary.
    Medical and Dependent-Care Savings Accounts: The City offers two types of pre-tax savings accounts that can be used to reimburse the employee for qualified medical or dependent-care expenses not covered under any other benefit. Any funds deposited must be spent by the end of the plan year each year or they are forfeited. Contributions to this plan are voluntary.
