    Work Objective

    The purpose of this classification is to perform responsible professional, administrative, and technical complex duties in managing comprehensive programs for Fleet Services and Facilities Maintenance. The work functions include but are not limited to planning, organizing, coordinating and controlling budgets in the operations of the City Fleet and Facilities.

    Fleet and Facilities Management
    • Manages the Fleet & Facilities Management Department. Develops strategic work plan; identifies major business processes and major products and services; organizes structure and work assignments. Reviews and evaluates department operations, work products, methods, procedures, and performance outcomes; and identifies opportunities to improve overall department performance
    • Manages department staff. Performs a variety of duties associated with supervising staff to include hiring, assigning work, ensuring professional development and training, establishing performance expectations and evaluating performance; providing guidance, direction and discipline as necessary; and recommending employee terminations to Human Resources as appropriate
    • Manages the department's financial resources. Supervises, reviews and/or develops the department's operating budget. Administers the approved budget; identifies department needs for staffing, equipment, materials, services, and supplies; and allocates, monitors, and approves expenditures of budget funds
    • Responsible for planning and the activities of facilities construction, maintenance, and custodial services programs
    • Supervises and controls activity involving inspection, repair, alteration, maintenance, modification, or remodeling City buildings and facilities
    • Approves qualifications of vendors and authorizes sublet work as required for facility repairs and maintenance. Inspect for work and product quality utilizing best industry standards
    • Conducts and maintains fixed asset inventory of City facilities and fleet; maintains an inventory of manpower, material, and expertise resources
    • Establishes an effective and economical, vehicle asset preventive maintenance program and creates maintenance schedules for all City vehicles and related equipment
    • Review fleet status, analyzes equipment usage and makes recommendation based upon user department needs
    • Develops vehicle specifications in accordance with department needs, and works with other City Departments in the procurement of vehicles and equipment, to include evaluating bids and recommending bid awards
    • Maintain and update records of vehicle registration and insurance and ensure department compliance with the state FDEP, DOT and OSHA regulations
    • Maintain and evaluate service ability status of City fleet, prices, and recommend replacement for budget
    • Responsible for planning and the activities of facilities construction, maintenance, and custodial services programs
    • Supervises and controls activity involving inspection, repair, alteration, maintenance, modification, or remodeling City buildings and facilities
    • Approves qualifications of vendors and authorizes sublet work as required for facility repairs and maintenance. Inspect for work and product quality utilizing best industry standards
    • Responsible for managing City Capital Projects
    • Build, maintain and oversee capital and operating budget for the department
    • During times of emergency take responsibility for preparing City facilities, inventory damages, completing the necessary reports
    Asset Management:
    • Oversees the development and implementation of an asset management program which incorporates a comprehensive computerized work management system.
    • Develops comprehensive asset management strategies and procedures to ensure the correct investment timing.
    • Provides training and technical guidance in asset management principles and decision-making processes; assists leadership in business process documentation and improvement.
    • Develops or oversees the development of recommendations on prioritized strategic maintenance and capital project programs for city infrastructure using historical, current use, condition, replacement costs, maintenance costs and other data consistent with asset management principles and best practices.
    • Organizes and directs the operation and maintenance of the computerized work management system to meet business needs and facilitate long range strategic planning. Includes planning, scheduling and coordinating the material, equipment and personnel requirements for system implementation, optimization and maintenance.
    Parks Maintenance:
    • Oversees the maintenance of all recreation facilities for the City, including, but not limited to recreation and athletic field planning, routine construction and renovation projects, and maintenance services including equipment failures and emergencies.
    • Continually monitors budgets for facilities maintenance programs.
    • Oversees, monitors, and enforces City polices procedures, and regulations concerning the City's parks, athletic fields, and open spaces; ensures all administrative work performed is properly recorded, filed, and processed according to department policies and procedures.
    • Oversees and assists in the establishment of preventative maintenance schedules and maintenance and construction programs in park and athletic field facilities.
    • Monitors inventory of park equipment, parts and other required materials; initiates orders and makes recommendations for additional stock or other park equipment as needed.
    • Ensures the safety of the assigned workplace and assigned personnel in compliance with mandated federal and state governmental regulations.
    • Responds to the general public, both in person and by phone, regarding various community services; provides information or directs inquiries to appropriate department resources.
    • Attends meetings with the Parks and Recreation Advisory Committee and City Council as required.
    Supervision:
    • Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems
    • Assesses and monitors workload; identifies opportunities for improvement and implements changes
    • Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations regarding discipline and termination
    • Participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary
    Minimum Qualifications

    Bachelor's Degree with a major or concentration in engineering, facilities management, fleet management or closely related field. Five or more years' experience in Facilities Management or Fleet Management or an equivalent combination of education, certification, training, and/or experience. Must have a valid Florida driver's license. Regular in office attendance is required.

    Certified Facility Manager (CFM) certification from the International Facilities Management Association (IFMA) is preferred.

    Candidate is subject to interview(s), medical testing (including drug screening), and a comprehensive background investigation.
    Knowledge, Skills and Abilities

    In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions to perform this job successfully.
    • Knowledge of modern practices in fleet management administration
    • Knowledge of the principles and techniques of mechanics; products, tools, and characteristics of equipment
    • Knowledge of laws and regulations affecting the building industry, including permitting process; ability to work from blueprints.
    • Knowledge of sound project management principles, with ability to manage multiple projects simultaneously, including capital projects.
    • Excellent computer skills, including utilization of enterprise wide financial systems, spreadsheets, and databases.
    • Ability to evaluate facilities and fleet equipment to determine economic benefit of repair or replacement
    • Ability to prepare complex financial reports from a variety of sources.
    • Ability to communicate effectively and clearly - both orally and in writing and at all levels of the organization.
    • Ability to exercise considerable independent judgment and discretion in evaluating situations, based on established policies and procedures.
    • Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.
    PHYSICAL REQUIREMENTS:
    Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 50 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve some climbing, stooping, kneeling, crouching, or crawling.

    ENVIORNMENTAL REQUIREMENTS:
    Tasks are regularly performed inside and/or outside with potential exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).

    SENSORY REQUIREMENTS:
    Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing.

    OTHER REQUIREMENTS
    EMERGENCY RESPONSE AND ESSENTIAL EMPLOYEE STATEMENT

    Every City employee has emergency response responsibilities, though not every position will be considered an essential employee during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

    City of Marco Island Employees participates in a Cafeteria-Style benefits plan. The cost of any benefit chosen by the employee is deducted from each paycheck.

    Health Insurance: The City currently offers a PPO (Preferred Provider)-type health insurance plan provided by Cigna.
    Dental Insurance: The City currently offers a PPO (Preferred Provider)-type dental insurance plan provided by The Standard.
    Vision Insurance: The City currently offers a PPO (Preferred Provider)-type vision insurance plan provided by The Standard.
    Supplemental Insurance: The City currently offers 4 types of supplemental insurance provided by AFLAC.
    Life Insurance and AD&D: The City offers a $50,000 life insurance and accidental death and dismemberment policy for employees.
    Additional Life Insurance: The City offers Additional Life in units of $10,000 to a maximum of $300,000. The minimum amount you can elect is $10,000. Employees can elect up to $80,000 with no medical questions. Spouse coverage is available in units of $5,000 to a maximum of $150,000, but not to exceed 50 percent of your Additional Life coverage. Employees may also elect $10,000 of Dependents Life insurance for eligible children.
    Short-term Disability: The City offers a short-term disability benefit that would provide a weekly benefit of 60% of $1,667 of your insured pre-disability earnings reduced by deductible income. The plan maximum weekly benefit is $1,000 and minimum is $15. The benefit waiting period is 30 days (accidental injury and other disabilities) the period of time that you must be continuously disabled before benefits become payable.
    Long-term Disability: The City offers a long-term disability benefit that would provide 60% of covered salary after the employee is disabled for six months. The premium for this insurance is .54 percent of salary. For example: calculate monthly salary x .54 ÷ 100 = monthly premium.
    Retirement Savings: The City contributes 6.5% of base earnings to a 401 retirement savings plan for non-bargaining unit employees.
    For IAFF bargaining unit members the City offers a Section 175 Pension Plan.
    For FOP bargaining unit members the City offers a Section 185 Pension Plan.
    Deferred Compensation Plan: The City offers a 457 Deferred Comp retirement savings plan for its employees. Contributions to this plan are voluntary.
    Medical and Dependent-Care Savings Accounts: The City offers two types of pre-tax savings accounts that can be used to reimburse the employee for qualified medical or dependent-care expenses not covered under any other benefit. Any funds deposited must be spent by the end of the plan year each year or they are forfeited. Contributions to this plan are voluntary.
