  • OR PART-TIME REGULAR OR PROBATIONARY COUNTY OF SONOMA, COMMUNITY DEVELOPMENT COMMISSION, SONOMA COUNTY FAIRGROUNDS, OR SONOMA COUNTY WATER AGENCY EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION.
The Community Development Commission has requested a
department promotional certification to fill a Housing Rehabilitation Specialist position.


_Only qualified permanent and/or probationary Community Development Commission employees on the eligible list may be eligible for referral to the department for the advertised position._ The Sonoma County CDC is a separate entity from the County of Sonoma and not within the Sonoma County Civil Service System.

This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list.


The Housing Rehabilitation Specialist performs a variety of specialized and technically detailed assignments relatehd te operation of federal, state, and locally funded housing rehabilitation programs.

Responsible for participating in the development of program policies and procedures, the Housing Rehabilitation Specialist determines eligibility of property owners; organizes construction finance documents, plans, and specifications for building repairs; and performs inspections.


Other typical duties of the position include:

  • Analyzing the condition of property through on-site inspections
  • Reviewing plans and preparing specifications for housing rehabilitation work
  • Overseeing construction rehabilitation programs and projects
  • Explaining program and project details to clients
  • Submitting plans for building permit issuance
  • Consulting with financial institutions, appraisers, and title companies when required
  • Preparing loan and grant documents
In addition to initiative and excellent communication and problem-solving skills, the ideal Housing Rehabilitation Specialist will possess:

  • Experience working with housing rehabilitation programs, conducting property inspections, and managing project workflow and adherence to project schedules
  • Working knowledge of the general provisions of the uniform building, housing, plumbing, electrical and mechanical codes and ordinances, and related state and local codes and ordinances
  • Experience working with programs that include federal, state, and local grant funding
  • Working knowledge of reading and understanding residential blueprints and structural design and surveying records
  • The ability to present materials to stakeholders including community organizations, and be comfortable in public speaking
  • Advanced Microsoft Office skills
This recruitment is being conducted to fill one full-time Housing Rehabilitation Specialist vacancy in the Community Development Commission.

Minimum Qualifications:


Education and Experience:

Any combination of education and work experience which would provide the opportunity to acquire the knowledge and abilities listed herein.

Normally, this would include the ability to read and write English and make basic arithmetic calculations at the level required for successful job performance and three years of work experience as a licensed contractor.


License:

Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.


Bilingual Designation:
Designated positions may require the ability to speak, read, and write a language in addition to English.


Knowledge, Skills, and Abilities:


Considerable knowledge of:

the purpose and processing of the variety of forms and documents related to construction finance contracts; English grammar, vocabulary, spelling, punctuation, and composition; housing rehabilitation principles, techniques, and terminology; principles of housing rehabilitation finance; tools, materials, practices, and techniques used in the building and construction trades.


Working knowledge of:

the general provisions of the uniform building, housing, plumbing, electrical, and mechanical codes and ordinances, and related state and local codes and ordinances; modern building and construction methods and materials and their quality as it relates to state and County codes and ordinances; the use of computerized equipment and specific systems used within the Commission.


Knowledge of:
laws, resolutions, and rules governing federally assisted housing programs.
