Northrop Grumman Defense Systems is seeking a level one Director of Programs 1 to join our diverse team of professionals supporting major defense programs located at Palmdale, CA.


Key Responsibilities:

The essential duties and responsibilities include but are not limited to the following:

  • Establish and maintain the ongoing program operations and create an overall rhythm that promotes program/division visibility and ensures that the critical goals are achieved
  • Contribute to the development of strategies in alignment with program objectives and help develop Long Range Strategic Plan (LRSP), Annual Operating Plan (AOP)
  • Drive the coordination of resource management, including analysis of program staffing, growth, and skills projections for the AOP and LRSP period in collaboration with IPTs
  • Ensures coordination across all functions and guides the development and execution of robust plans program (IT, security, facilities, etc.)
  • Establish toplevel risks, issues and critical actions in collaboration with the Program IPTs and support functions and ensure resolution
  • Establish key initiatives in support of the strategic plan
  • Strong collaboration with OU leadership to ensure alignment with OU and BU tasks and objectives.

Basic Qualifications:


  • Bachelor's degree and 10+ years of relevant experience; Master's degree and 8+ years of relevant experience.
  • 7+ years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
  • 7+ years prior experience managing the maintenance and support of delivered products including spares availability; product reliability, maintainability, and testability; support equipment; training systems; prognostics and health management; field and fleet support; and program support management.
  • 7+ years prior experience in planning and executing a quality management system to satisfy program/project/supplier quality requirements.
  • 7+ years prior experience to plan, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
  • 7+ Years prior experience leading large multifunctional teams
  • Must be willing to work a flexible work schedule that may include extended shifts, holidays, and weekends and support on call status for 24 hoursaday, 7+ daysaweek, 365 days a year.
  • Travel approximately 10% of the time.
  • Must hold a minimum active DoD Top Secret security clearance with an adjudication date within the last 5years.
  • Ability to obtain and retain Special Program access clearance within 365 days from submission is a condition of employment.

Preferred Qualifications:


  • Prior experience leading the planning, scheduling, and execution of enterpriselevel Operations, Sustainment, or Information Systems Services activities
  • Prior experience leading formal training and career development of Operations, Sustainment, and Information Systems Services skill areas
  • Familiar with technical data development and sustainment processes
  • Experience building relationships with strategic customers.
  • Experience developing sourcing strategies; to include soliciting/analyzing requests for proposals, negotiating contracts and coordinating supplier integration plans.
  • Previous experience with accountability for profit and loss.
  • Knowledge of and experience in an Earned Value Management System (EVMS)
