LOCATION OF POSITION:

Annapolis, Maryland


POSITION DUTIES:

The Comptroller of Maryland Field Enforcement Bureau (FEB) is seeking to employee an Enforcement Agent Administrator I (Agent In-Charge).

This position serves as a Police Administrator, as defined by the Maryland Public Safety Article, within the Comptroller of Maryland's Field Enforcement Bureau (FEB).

FEB is the law enforcement and regulatory unit of the Office of the Comptroller and is responsible for the enforcement of revenue laws, business regulations, and the oversight of the motor fuel industry.

The Agent in Charge will provide general oversight of all inspection and enforcement programs performed by FEB and is responsible for the planning and execution of special enforcement initiatives.

The Agent in Charge has direct oversight of first line supervisory personnel and oversees all agency police officers and civilian compliance inspectors.

The incumbent will ensure all agency policies and procedures are followed and will serve as the agency training coordinator, responsible for ensuring all FEB police officers meet the minimum training standards as established by the Maryland Police Training and Standards Commission.

Daily contact is required between the Director, Deputy Director, Supervisors, Agents-sworn police officers, and Compliance Inspectors. Frequent contact may also be required with the public, other governmental agencies, and Comptroller Executive Management.


MINIMUM QUALIFICATIONS:


Education:

Graduation from an accredited high school or possession of a high school equivalency certificate as described in the Police Training Commission regulation.


Experience:

Six (6) years of experience as a police officer investigating crimes including motor vehicle accidents and responding to emergency calls for police services or as an enforcement agent (Certified police officer) responsible for assessing and enforcing compliance with a framework of regulations and laws imposed by the state on an industry; at least two (2) years of this experience must have been at the supervisory level.


NOTES:

  • The above education requirement is set by the Maryland Police Training Commission in accordance with Public Safety Article, Section 3209, Annotated Code of Maryland.
  • Applicants may substitute additional education in criminal justice or law enforcement, at an accredited college or university, at a rate of 30 credit hours for each six months of the required experience for a maximum of three years of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS:


  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • After training, employees in this classification will be required to maintain periodic certification of essential marksmanship in the firing of a revolver and other firearms that may be necessary to carry out assignments.

SPECIAL REQUIREMENTS:

Selection standards for police officer certification are established by the Police Training Commission in accordance with Public Safety Article, Section 3-209 of the Annotated Code of Maryland.

These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01 and include the following:


  • Appointment as a police officer; U.S. Citizenship;
  • A complete background investigation; Oral interview;
  • Physical examination;
  • Possession of a driver's license valid in the State of Maryland.
  • 2. Employees in this classification must have successfully completed the Entrance Level Police Training Course required by the Maryland Police Training Commission and hold a current certification by the Maryland Police Training Commission.
  • 5. Two (2) years preceding promotion to the position or within one (1) year following appointment to the position must successfully complete (70 percent minimum overall test score) the First Line Administrator/Mid-Level Executive Training Program approved by the Maryland Police Training Commission as required by COMAR
