    This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months.     Current vacancy is with the Resources Management Agency located in Visalia. The anticipated life of the list is six months.

    SALARY RANGE:


    Level I:
    $5,477 - $6,675 Monthly


    Level II:
    $6,048 - $7,371 Monthly


    Typical Duties

    Maintain spatial databases on microcomputer and UNIX operating systems; Install and maintain software.

    Develop digital thematic maps using records of survey, Assessor's parcel maps, deeds, and other hard copy maps or pertinent data sources.

    Integrate electronic map data imported from outside sources with in-house data. Identify and tag graphic components of GIS with attributes. Analyze system malfunctions and implement solutions. Design and implement data security procedures. Maintain metadata and genealogy on graphic data utilized in GIS. Perform regular data backups.

    Communicate with other County departments, other local, State and Federal agencies, private companies and individuals in a clear and courteous manner.

    Give technical advice to system users or other staff in the development and implementation of new or automated operations. Prepare reports, instructions and memoranda.

    Analyze county-wide procedures for creating, maintaining and distributing map data; evaluate the availability and quality of map source data, according to the accepted principles of surveying; write import/export, quality control, and edit programs to convert AutoCAD or other format electronic maps into GIS format; implement GIS solutions for County business functions; make recommendations to GIS Coordinator and other staff on technical issues, standards and procedures.

    MINIMUM QUALIFICATIONS


    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.


    Education:
    Bachelor's degree from an accredited college or university with coursework in civil engineering, surveying, drafting, geography, computer science or systems analysis.


    Experience:
    Level I:
    One (1) year of responsible experience in surveying, drafting, computer systems support, computer programming, systems analysis and/or data management


    Level II:

    Three (3) years of responsible experience in surveying, drafting, computer systems support, computer programming, systems analysis and/or data management or one year equivalent to a GIS Analyst I.

    One year of supervisory experience desirable.


    Knowledge of: Legal documents and descriptions; basic drafting and design practices; file structures for spatial and attribute data; database and teleprocessing programming techniques; computer equipment and its use; various types of software applications, such as word processing, spreadsheet, AutoCAD, ArcView, ArcInfo; terminology and nomenclature relevant to geographic information systems, surveying, mapping, computer-aided drafting and design (CADD) and computer science. County government structure and procedures; principles of cadastral and geodetic surveying; organization and management analysis methods and procedures; LAN, WAN, and Internet concepts; relevant engineering principles, terminology and nomenclature.


    Skill/Ability to:

    Develop systems and procedures, such as computer applications, to ensure an efficient and effective flow of multi-departmental information and records; apply the principles and techniques of systems analysis, administration and management analysis to the gathering, organizing and interpretation of data; develop recommendations and assist in implementing solutions to problems; work with minimal direct supervision and under pressure of meeting deadlines; convey instructions and procedures, and train staff on computer usage.

    Use of personal computers and peripheral devices, such as printers, plotters, scanners, modems, and tape backups; read and interpret maps of all types including governmental sectional surveys; read and interpret aerial photos; use mapping and drafting symbols correctly; read and understand technical material such as computer manuals; read and understand contract specifications, engineering blueprints, maps and project plans; prepare drawings on a computer work station and operate scanners, plotters and printers; develop end-user applications using appropriate programming languages;


    License/Certificates:
    Possession of, or the ability to obtain an appropriate, valid California driver's license.

    College Cost Reduction Access Act

    This may be a qualifying position for student loan forgiveness through the College Cost Reduction and Access Act (CCRAA). Only student loan payments made after October 1, 2007 and in a qualified repayment plan are eligible.

    Benefit Amount:
    An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).



    Health Insurance:
    A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP)
    .


    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.



    Paid Holiday Leave:
    12 set days and 1 personal holiday
    .


    Vacation Accrual:


    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.



    Sick Leave Accrual:
    12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.



    Group Term Life Insurance and AD&D:
    $10,000; Provided by Standard Insurance Company

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.



    Deferred Compensation:
    A voluntary deferred compensation plan is available.

    Describe the public land use survey system (PLSS) and any experience you have had working with this type of data.
