    Exciting opportunity available for an Applications Systems Specialist position

    The role is classified as Statutory Exempt and is not subject to the State Human Resources Act.

    DIT-DEQ Division of Water Resources seeks a Data Specialist to aid in the management of drinking water data and the submission of necessary compliance data to EPA's new Drinking Water State-Federal-Tribal Information Exchange System (DW-SFTIES). Detailed information about the development of this new system and the Concept of Operations document can be found at

    The Applications Systems Specialist will be tasked with supporting the Public Water Supply Section by handling data submissions to EPA's existing Safe Drinking Water Information System (SDWIS) and overseeing DEQ's local installation of SDWIS State. Responsibilities include facilitating a successful transition to DW-SFTIES, preparing relevant data systems and personnel, in addition to server administration duties and deployment/maintenance of third-party web applications such as Drinking Water Watch.

    Key responsibilities include, but are not limited to:
    • Conducting business analysis, gathering requirements, and designing high-level system architecture, with the ability to communicate these concepts clearly to non-technical stakeholders
    • Administering and maintaining Oracle database and Windows Tomcat web servers
    • Conducting relational data analysis and modeling, database design, querying, and PL/SQL development in Oracle
    • Testing and evaluating new software versions to ensure alignment with the needs of the Public Water Supply Section
    • Understanding the portfolio of custom applications of the Public Water Supply Section in the context of drinking water compliance and SDWIS/DW-SFTIES
    • Developing Requirements/Specification documentation for applications
    • Collaborating with a team of developers, database administrators, business analysts, and stakeholders to develop systems that enhance operational efficiency and integrate effectively with enterprise-wide systems

    To be considered for this role, applicants must demonstrate proficiency in the following areas:
    • Expertise in enterprise database systems like Oracle, including administrative functions, query composition, and data view development
    • Familiarity with service-based architectures, security protocols, and authentication methods
    • Capability to create formatted reports
    • Competence in database reverse engineering
    • Strong verbal and written communication skills for interaction with both technical and non-technical staff
    Preferred skills include:
    • Experience in modern cloud-based solutions, focusing on the Microsoft Power Platform and Azure cloud services
    • Proficiency in Crystal Reports, Business Objects, and/or Power BI
    • Familiarity with SDWIS State and understanding of DW-SFTIES
    Minimum Education and Experience Requirements

    A Bachelor's degree in computer science or a related IT field from an accredited institution, along with four years of progressive experience in business application consulting or development OR an Associate degree in computer science or related technical field with five years of relevant experience OR a High School/GED diploma with eight years of experience in business application consulting or development; or an equivalent mix of education and experience.
