    San Mateo County Health is seeking a qualified individual for the position of Manager of Health Policy and Planning (Health Services Manager II).

    This high-level manager will plan, organize, direct, review, and coordinate the functions of the staff of the Health Policy and Planning (HPP) team and perform related duties as assigned.

    This position also serves as the Public Health Equity Officer for Public Health, Policy & Planning.

    There is currently one regular vacancy within the Public Health, Policy and Planning Division located in South San Francisco, CA.

    This position will travel/drive within the County to perform duties of the job. Some remote work may be available.

    The Health Policy and Planning (HPP) program leads San Mateo County Health's work to advance health and equity by using primary prevention and place-based strategies to create the conditions that enable individuals who live, work, learn, and play in San Mateo County to live healthy lives.

    This manager reports to the Director of Public Health, Policy & Planning, and currently supervises a team of 12 professional staff.

    The primary responsibilities include, but are not limited to, the following:


    • Manage and coordinate the operations of the HPP team, including work to address health inequities for populations with limited opportunities and those most impacted by inequitable health outcomes; to advance the social determinants of health of historically marginalized children, youth and families.
    • Develop, coordinate, and participate in the development and delivery of program goals, objectives, policies and procedures and priorities that conform to all applicable regulations, standards and accepted practices and addresses community needs; establish and monitor performance measures.
    • Provide complex staff support to executive level management in the area of primary prevention strategies and health equity.
    • Interpret health data to advance the work and inform public policy and systems change.
    • Promote communications and social media strategies to advance partnerships and support for primary prevention and health equity strategies.
    • Co-lead San Mateo County Health's Government Alliance on Race and Equity (GARE) committee and coordinate efforts to advance racial and health equity outcomes.
    • Support the continuum of strategic planning processes including lead the Community Health Improvement Planning process and coordinating the implementation of the Community Health Improvement Collaborative.
    • Participate in the preparation of the program budget, administer, and monitor the program budget to ensure the accomplishment of objectives within budget restrictions.
    • Develop partnerships and opportunities for collaboration with County departments, other public agencies, community organizations, and community health equity leaders to further place-based primary prevention strategies and health equity.
    • Develop and direct a wide range of communication and messaging strategies to advance health equity and build trust with impacted communities.
    • Represent the department with outside groups and organizations.
    • Monitor state and national trends in areas of responsibility and incorporate best practices into program goals and strategies.
    • Negotiate, establish, and monitor contracts with community partners and public agencies.
    • Prepare and interpret health policy, technical and administrative reports; prepare written correspondence including issue area briefs and strategy documents.
    • Select, supervise, train, and evaluate professional and technical personnel.
    • Participate as a member of the Public Health, Policy & Planning Leadership Team.

    Ideal candidate will possess:

    • A thorough understanding about health broadly, including the relationship between place, race, equity, and health, and how social determinants impact health outcomes.
    • Experience leading community collaboratives and cultivating community partnerships to advance health equity and reach equitable and mutual long-term goals.
    • A passion for advocacy to address the impacts of social, economic, and physical factors on health outcomes and health inequities.
    • Excellent written and oral communication skills, with the ability to use data visualization, graphic, and social media tools.
    • Experienced with analyzing and presenting data in ways that are easily understandable for a diverse array of audiences.
    • Familiarity with quantitative and qualitative research, community-based participatory research, and trauma-informed research methods.
    • Experience as amanager, coach, and leader with a track record of supporting programs and staff and motivating teams with humility to achieve equitable goals and objectives.
    • Experience working with elected and appointed officials, high-level organizational leaders, and community-based leaders, and is politically astute.
    • Experience developing solicitations for services; developing, implementing, and monitoring contracts; as well as grant administration.
    • The ability to manage multiple tasks and competing deadlines.
    • The ability to work independently toward optimal work outcomes.

    Qualifications

    Knowledge of:

    • Principles and practices of public administration, and program management, including planning, implementation and evaluation and reporting.
    • Principles and methods of community health services, including current trends in education, research, treatment, prevention, rehabilitation, environmental health or related services.
    • Laws, codes and regulations governing community health care and knowledge of County, state and federal legislative developments applicable to contemporary health issues.
    • Organizational, personnel and fiscal management within a multi-faceted, community-based program setting.
    • Community resources and public/private services and funding sources.

    Skill/Ability to:

    • Identify and analyze complex community health issues and problems.
    • Plan, organize, and coordinate programs and services on a comprehensive, County-wide level to meet community needs.
    • Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
    • Apply principles and techniques of community organization.
    • Speak effectively to diverse audiences, including clinical, professional, civic and citizen groups.
    • Maintain cooperative working relationships with other program managers and staff, other agencies and the community; enlist and mobilize community support for programs.
    • Prepare complex and detailed written reports, program policies, procedures and contracts.
    • Train staff and coordinate activities of contractors, volunteer groups and staff.

    Education and
    Experience:

    Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

    A typical way to qualify is:

    Education:
    Bachelor's degree in public health, nursing, social work, public administration or a related discipline.

    Experience:

    Two years of administrative or managerial experience in a health, social or community services organization, including significant responsibility for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation.


    Licensure/Certification:
    Depending on assignment, some positions may require specific technical licensure.

    Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

    The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions.

    Candidates who pass the application screening will be invited to a panel interview (weight: 100%).

    Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.

    All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
