All of the job duties and responsibilities within this document will be performed in accordance with established policy and procedure guidelines within the department and agency.


An experienced Program Manager is needed for a foster care program serving DCFS wards in relative, traditional, and specialized programs.


It is essential that the Program Manager hires, evaluates, motivates, trains, informs and manages staff in a way that guarantees an effective provision of services at all locations.

You will be responsible for staff in a multi-office setting. Primary responsibilities include program execution in addition to the supervision of the Foster Care Unit and support staff.

Other duties will include managing the intake process with the DCFS liaison, determining case assignments for staff, and monitoring the quality and quantity of case work services provided by the case workers.

Responsible for implementing Foster Care and Home Based programs throughout the state.

EDUCATIONAL/EXPERIENCE REQUIREMENTS JOB SPECIFICATIONS:

Must have a Master's degree in Social Work with three to five years of service in Child Welfare, preferably relative, regular or home based foster care.

Must have management experience involving multiple staff in several locations that has been characterized by staff development and stability.


KNOWLEDGE AND
ABILITY

  • Has a commitment to the importance of children being cared for and treated through a variety of foster care settings and in home services.
  • Has a commitment to delivery of services within the context of the Agency mission and culture.
  • Ability to hire, develop and supervise staff in a multioffice setting that establishes a team environment within the context of the Agency mission and administration.
  • Ability to work in an environment characterized by change and a need to be responsive.
  • Can effectively listen to and clearly communicate with a wide variety of cultures, organizations and Positions.
  • Can set priorities and use time effectively
  • Ability to build productive working relationship with Agency management.
  • Has an excellent knowledge of Child Welfare, Foster Care and Home Based programs in Illinois.
  • Has an understanding of the Agency's mission and flow Foster Care and Home Based programs are integrated into the overall objectives of LCFS.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to sit.

The employee is occasionally required to stand; walk; use hands to finger, handle or feel objects, or controls; reach with hands and arms.

Objects include a computer and keyboard, calculator, typical business machines such as a fax machine and copier. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus.

The employee may work in and/or visit Agency offices throughout Illinois and must be able to transport him/herself to these sites.

The employee is required to have a valid driver's license and must be able to safely operate a motor vehicle.

The work environment characteristics include a noise level which is usually low to moderate.
