The Program Manager II of Health and Safety shall help to manage the implementation of company Environmental Health & Safety programs and policies to ensure compliance with federal, state, and local regulations.

The Program Manager II will monitor the general safety of employees at the Icahn School of Medicine at Mount Sinai (ISMMS), manage and implement laboratory safety and chemical hygiene programs, and ensure compliance with applicable regulations at ISMMS research facilities and associated spaces.

The Program Manager II will also maintain oversight of the general hazardous and universal waste management practices of hospital, medical school, and research facilities.


Responsibilities

  • Serves as the Institutional Chemical Hygiene Officer in compliance with OSHA regulations and, in conjunction with Institutional Safety, develops and implements the Institutional Chemical Hygiene Plan. Chemistry background preferred. Understanding of OSHA 29 CFR and Prudent Practices in the Laboratory required.
  • Develops and executes laboratory inspection program for all ISMMS research laboratories and associated spaces
  • Ensures development and prompt submission of chemical inventories, laboratory hazard assessments, standard operating procedures and other required documentation
  • Reviews the use of and implement controls measures for highhazard materials, including chemicals that have significant health or physical hazards
  • Maintains all components of Mount Sinai's online laboratory safety platform (SECTOR)
  • Manages hazardous waste staff and related activities including: collection, storage, segregation, packing, labeling, manifesting, shipping and disposal in compliance with applicable local, state and federal regulations. Includes tracking all hazardous waste shipments in compliance with RCRA regulations ("_cradle to grave_")
  • Conducts inspection and approval for shipments of hazardous materials, including chemical, biological, and radioactive materials, from both School and Hospital in accordance with both US DOT and IATA/ICAHO regulations. Maintain appropriate certifications as required by law.
  • Develops and maintain effective working relationships with various Hospital and School departments and representatives to facilitate departmental and institutional safety goals
  • Develops content and deliver training for wide variety of topics including: SPCC, RCRA Hazardous Waste Management, Hazardous Waste Operations and Emergency Response, Laboratory Safety, Chemical Management and Safety, New Hire Training. Training includes assessing areas for topicspecific training curriculums, review and updating of current training programs and development of new training material (as needed)
  • Assist Institutional Safety with regards to: construction inspections, respirator fittesting program, personal monitoring (for chemical use), incident investigations and followup, safety training, attending safety committees (as needed)
  • Evaluates operations and identifies possible improvements within the department. Consults, advises and informs Director concerning administrative issues, needs and problems.
  • Plans, organizes and implements services to meet departmental goals. Participates in developing and implementing department wide policies and procedures.
  • Establishes work schedules and assignments for vendor staff, according to workload, space and equipment availability.
  • Develops and maintains data management systems to store. Process data such as personnel activities and information and produces reports as requested or as necessary.
  • Maintains the competencies and skills of staff through proper training and development. Identifies ongoing educational needs and assists in staff development programs.
  • Emergency planning including: Emergency Response Plan (ERP), Spill Prevention Controls and Countermeasures (SPCC) Plan, Incident Command System (ICS), as well as providing 24/7 Emergency Response coverage for spills and leaks and activation of ICS plans (E, NBC, Adam, etc) as needed, per departmental coverage calendar.
  • Assists in the development and design of departmental communication materials, including training packages and brochures, posters, presentations and taskspecific reports for use by School and Hospital areas and functions, Senior Leadership committees and training programs
  • Assists in document control process for programspecific standard operating procedures, forms, policies, and other publications to ensure proper annual review
  • Performs other duties as requested

Qualifications

Education Requirements
Has Bachelors in chemistry, science, safety, or occupational health-related field or an Associates + 5 years' experience or some college with strongly credentialed experience will be considered
