    Description

    DutiesIf selected for this position as a GS Chief of Police your duties may include, but are not limited to the following:Direct the development, implementation, administration, and evaluation of integrated and highly complex security operations, law enforcement, crime prevention and intelligence programs to protect NIH facilities and personnel.

    Evaluate the spectrum of threats against NIH facilities and personnel and recommends solutions through the development of innovative and frequently unprecedented cost-efficient measures to effectively protect the NIH while not impeding or interfering with the conduct of mission-critical biomedical research.

    Oversee the analysis of investigative reports for the specifics of the incident to identify long-range implications for future prevention and earlier detection.

    Oversee the design, development, and implementation of specialized technical training related to responding to terrorist threats and the use of protective systems and state-of- the-art technology.

    Develop crime prevention and security criteria to eliminate or control security vulnerabilities encountered in the construction, operation, and maintenance of the NIH facilities.

    Direct special studies, research, and evaluations to improve security, protection, surveillance, communications systems, techniques, and procedures.

    Coordinate and supervise the design, integration, and implementation of security systems and ensures proper interface with human response plans and procedures.

    Evaluate the effectiveness of the security programs and systems and assesses the capability and readiness of the NIH systems, equipment, and personnel to respond to major criminal events, such as terrorist attacks and the use of biological or chemical agents.

    Assess and analyze the physical and personal security programs and adjusts policy and procedure, when necessary to optimize protection of people, facilities, and property.

    Oversee the development and implementation of new concepts, theories, systems, methods, standards, and performance measures to assist in the evaluation and improvement of program operations.

    Develop policies and directs comprehensive programs to ensure safe and efficient traffic movement through the NIH campus.

    Responsible for monitoring the contractor's technical progress, to include the (1) surveillance and assessment of performance and recommending to the contracting officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements (3) performing technical evaluation as required; (4) performing inspections and acceptances required by the contract; and (5) assisting in the resolution of technical problems encountered during performance.

    The current contract support includes guard services, closed circuit television system, access control, and security hardware.background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

    If selected, you must pass a pre-employment medical examination, and psychological examination, and provide evidence of immunization, and be free from communicable diseases.

    If selected, you will be required to complete a Confidential Financial Disclosure Report, OGE form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.

    Pre-employment and/or random drug and alcohol testing is required for this position.
    If selected, you must be able to obtain and maintain a TOP Secret Security Clearance.

    If selected for this position, you may be expected to travel 12 weeks for initial entrance level training at Federal Law Enforcement Training Center (FLETC).

    You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:

    experience managing, supervising, and directing civilian or federal police operations; providing executive level management advice to senior-level officials in a uniformed police agency on a wide range of complex law enforcement topics such as; crime prevention procedures and operational analysis of physical security measures that reduce vulnerabilities to the agency; evaluating police training needs and requirements based on assessment of current threats, issues in law enforcement, security, and legal precedence; formulating operating policies for the planning, managing, and overseeing of programs and services including providing comprehensive security, police protection, and law enforcement for an organization.

    Fifteen years of uniformed police experience managing, supervising, and directing civilian or federal police operations five years of which serving in an executive level management position in a police agency.

    Be a graduate from an accredited higher criminal justice institution such as the FBI's National Academy or equivalent.

    The candidate should have a basic understanding of zero-based budgeting and the ability to apply analytical rigor in defending multimillion dollar budgets for police operations.

    Lautenberg Amendment:
