DescriptionThis position qualifies for a hire on bonus of $2000 with 1/2 paid with 1st check after hire and 1/2 paid with 1st check following 6-month probationary period. Clatsop Behavioral Healthcare has moved most positions to a 4 day 9 hour work week with paid 30 minute lunches to promote a better work life balance.
Clatsop Behavioral Healthcare has an immediate opening for a full time Senior Manager for the Housing Program. This position provides leadership, administrative, and programmatic oversight of permanent supportive housing programs of varying size and scope. This role requires a strong commitment to developing and delivering high-quality housing services for individuals experiencing homelessness, mental health challenges, and co-occurring disorders.
This position supports the Housing and Residential Program Director in establishing housing priorities, objectives, and operational goals, while ensuring consistent oversight of contracts, reporting requirements, and regulatory compliance. The Senior Manager - Housing Program supervises and supports the Housing Program Manager and is responsible for oversight of daily program operations, staff supervision, training, and ongoing staff support. Additionally, this position takes an active leadership role in the development and implementation of housing policies and procedures.
The Senior Manager - Housing Program collaborates closely with federal, state, and local partners, including Oregon Housing and Community Services, Clatsop Community Action, Northern Oregon Housing Association, Columbia Pacific CCO, and housing property managers, to ensure the overall effectiveness, stability, and sustainability of CBH housing programs.
This role is responsible for ensuring all housing programs deliver person-centered, trauma-informed services that support program participants in obtaining and maintaining stable housing. The Senior Manager - Housing Program works collaboratively with clinical, management, and executive leadership teams to align housing services with organizational goals and best practices.
Essential Functions/Major Responsibilities:
- Provide management and oversight of housing programs of varying size and scope serving residents with complex needs, including mental health and substance use disorders.
- Develop, implement, and ensure staff compliance with CBH housing policies and procedures in alignment with federal, state, and local program requirements.
- Provide direct supervision to the Housing Program Manager and serve as back-up supervisor to housing staff as needed.
- Ensure all program staff clearly understand their roles and responsibilities and have the tools and support necessary to effectively perform their duties as outlined in their job descriptions.
- Ensure all staff receive appropriate training and identify ongoing professional development and training needs.
- Track, implement, and report required housing outcomes, data, and performance measures.
- Participate in the after-hours administrative on-call rotation as assigned.
- Establish and maintain positive, collaborative working relationships with county, state, and community service providers; attend community meetings as needed.
- Contribute actively to improve agency operations and lead with solutions/problem solving.
- Ensure client confidentiality is maintained and adheres to all ethical and professional standards.
- Oversee facility needs, including addressing facility concerns, managing purchase orders, tracking expenses, gathering receipts, and maintaining accurate financial logs.
- Provide periodic coverage for other Housing and Residential Leadership team members for planned outings/vacations.
- Other duties as assigned.
Education and/or Experience Required:

- Meet the requirements for Qualified Mental Health Associate (QMHA) in the State of Oregon.
- Master's degree in human services related field preferred.
- Three years of experience in program management preferred.
- Administrative responsibilities to include management of daily operations, service provision, and policy development.
- Experience communicating program planning objectives, and outcomes to internal and exterior stakeholders.
- Knowledge of treatment of mental health and substance use disorders preferred.
- Required knowledge of Housing and Urban Development (HUD) guidelines, programs, procurements, and regulatory requirements.
- Knowledge of Continuum of Housing Programs (TH, RRH, PSH) including function Balance of State COC in supporting programs.
- Knowledge and ability to learn about Medicaid, Oregon Health Authority (OHA)/Oregon Housing and Community Services (OHCS), SAMHSA, and related State and Federal health care regulations to include Oregon Administrative Rules (OARs) and statutes.
- Excellent oral and written communication skills.
- Strong attention to detail, highly organized.
- Knowledge of the Health Insurance Portability and Accountability Act (HIPAA) and the importance of maintaining confidentiality.
- Must be able to pass a criminal background check.
- Required to have and maintain an Oregon or Washington Driver's license and meet the agency's insurance standards.

For full time employees, benefits include Medical (minimal premium cost for employee only coverage), Dental (Employer Paid), Vision (Employer Paid), Retirement, Life Insurance (Employer Paid) and Short-term Disability (Employer Paid). Dependents covered on medical, dental, and vision at cost to employee. CBH offers 40 paid hours of paid time for elective training per year in addition to mandatory trainings assigned by supervisors. CBH also offers relocation assistance and supervision towards licensure. Employees are eligible for elective training reimbursement of ($1000/yr for unlicensed clinicians and $1500/yr for licensed clinicians.)
12 paid holidays and 6.77 hours PTO accumulated per pay period for years 1-3 with increases after year 3. PTO accumulation starts at hire and is available for use as accumulated. CBH also offers sabbatical of 176 hours after 10 years of service.
