Description

Incumbent is to serve as the Administrative Office Assistant for the White County Soil and Water Conservation District (SWCD), be responsible for providing assistance to a variety of USDA Farm Bill program applicants and non-farm bill requests, assist with other programs, such as Lake and River Enhancement, 319 Grants, Rule 5 reviews, Watershed Projects and educational programs.


DUTIES


Assists with survey, design, layout, and construction of USDA conservation practices, such as grass waterways, water and sediment control basins, structures, and block chutes, when needed.


Makes contact and works with land owners in regards to USDA programs and SWCD programs, and State programs, including Indiana Department of Agriculture, DNR, Division of Fish and Wildlife, such as Lake and River Enhancement Programs.

Prepares necessary forms and document of any program in a timely manner.


Keeps District's social media and website up to date with current and accurate information, such as postings for monthly meetings and events.


Writes blog posts following events that are held or attended by the District and posts them to all applicable platforms.

Assists both SWCD District Administrator and NRCS District Conservationist as needed.

Assists with planning and implementation of SWCD meetings and events.

Maintains knowledge of USDA and State programs and assists White County land users.

Provides monthly written report to District Board regarding progress and activities with which is involved.

Performs water quality testing.

Attends County Drainage Board meetings and other County meetings as necessary.

Creates and assists with Educational programs for youth and adults.

Performs related duties as assigned.


I.

JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or GED with background in agricultural, natural resources, or related field. Degree in agronomy, agricultural, or natural resources preferred.

Must be at least 18 years of age.

Ability to meet all employer and department hiring requirements, including passage of a drug test and background check.

Knowledge of Soil and Water Conservation District (SWCS) programs, soils, sediment control, surface and groundwater issues.

Working knowledge of program development and administration, communications and financial management.

Ability to understand and upload to provided social media accounts and District website.

Knowledge of basic filing systems and ability to create and maintain accurate and complete Department files/records.

Working knowledge of standard English grammar, spelling and punctuation, and ability to compose correspondence and written reports as required.

Ability to properly operate standard office equipment, such as computer, calculator, copier, and telephone.


Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.


Ability to effectively communicate orally and in writing with co-workers, other County departments, USDA, Indiana Department of Conservation Services (NRCS), Indiana State Department of Agriculture (ISDA), Indiana Department of Natural Resources (INDR), Farm Services Agency (FSA), other partnership staff, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.


Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to work alone with minimum supervision and with others in a team environment.

Ability to work on several tasks at the same time, often under time pressure.

Ability to compute/calculate, such as project material needs, square feet, and unit price.

Ability to occasionally read and interpret detailed prints, sketches, layouts, and specifications.

Ability to attend training meeting and workshops as necessary.

Ability to occasionally work extended, weekends, and/or evening hours, and occasionally travel out of town for training/conference, sometimes overnight.

Possession of a valid Indiana driver's license and a demonstrated safe driving record.

May be required to use own vehicle to and from conservation sites, on farm visits, etc.

Must be highly motivated and outgoing.

RESPONSIBILITY:

Incumbent performs duties according to established Department policies and practices with work priorities primarily determined by supervisor. Assignments are set jointly by incumbent and immediate supervisor, with some flexibility in the job. On rare occasions, decisions are made in the absence of specific policies and procedures, and/or guidance from supervisor. Errors in work are primarily detected or prevented through procedural safeguards. Undetected errors could result in loss of time to correct error.
