    Description

    General Statement

    Under direction, supervises and/or is responsible for the implementation of the enterprise architecture and maintenance of the organization's computing technology environment. This also includes analysis, development, modification, installation, backup, testing and maintenance of operating systems software and storage.

    Essential Job Functions

  • Supervises professional staff in the delivery of information technology consulting services to departments within the District.
  • Assists the Network Operations Manager in ensuring adherence to corporate information technology standards.
  • Supports operations of a virtualized environment.
  • Provides direct information technology consulting services to District management.
  • Coordinates the ongoing training and development of subordinate information technology staff.
  • Evaluates vendor-supplied software packages and makes recommendations to IT management.
  • Modifies and/or de-bugs vendor-supplied equipment, utilities and packages.
  • Modifies, installs and prepares technical documentation for system software applications.
  • Modifies, installs and prepares technical documentation for storage management software and hardware.
  • Diagnoses, isolates and de-bugs software and hardware problems and performs problem resolution; monitors systems availability, capacity, and performance.
  • Plans and executes disaster recovery procedures.
  • Assigns, supervises and reviews work; ensures staff compliance with District policies and procedures including Personnel Rules and Administrative Procedures; completes performance reviews; addresses employee complaints and grievances; may recommend employment actions such as hiring, transfer, suspension, promotion or discharge.
  • Monitors or tracks project milestones and deliverables.

  • Prepares budgetary estimates, contracts and purchase requisitions for goods and services within assigned area of responsibility.
  • Participates in research, evaluation and implementation of prototypes of new products and services.
  • Provides training to subordinates.
  • Provides after hours and weekend support when required.
  • Performs other duties as assigned.

    • Environmental Conditions

    Work is performed in a typical office environment and requires the use of standard office equipment including computers.

    Desirable Knowledge, Skills and Abilities

  • Considerable knowledge of the operating characteristics, capabilities and limitations of software including operating systems, programming languages, application software, utility software, proprietary programming products and database management systems.
  • Considerable knowledge of the operating characteristics, capabilities and limitations of computer hardware systems including peripherals and storage hardware.
  • Ability to plan and supervise the work of subordinate technical and administrative staff.
  • Ability to analyze information technology problems and issues and to recommend effective short- and long-term solutions.
  • Ability to work effectively with other information technology personnel, user groups, vendors, and consultants.
  • Ability to communicate effectively, orally and in writing.

    • Minimum Qualification Requirements

    Graduation from a four-year accredited college or university majoring in information technology, computer science or a closely related field and six years of experience in the installation, configuration and maintenance of operating systems.

    Substitution

    Graduate study in the designated fields may be substituted for experience on a year-for-year basis to a maximum of two years. Full-time paid experience in the installation, configuration and maintenance of operating systems may be substituted for the required education on a year-for-year basis.

    Promotional Requirement

  • One year of service with the District as a Systems Administrator, Computer Systems Administrator or Senior Systems Programmer.
  • Civil service status in one of the foregoing classifications.
