to support NIH NIDDK IT Services. **The Program Manager serves as the team's single contract manager, and as the team's authorized interface with the Contracting Officer, COR, and Government management personnel and customer agency representatives.

RESPONSIBILITIES:_(include but not limited to) _**- Responsible for formulating and enforcing performance work standards.

Assigning work schedules, reviewing work discrepancies, supervising contractor personnel; and communicating policies, purposes, and objective of the government Statement of Work to the contractor's assigned staff.
Responsible for the overall contract performance.
Perform daytoday management of overall program/contract support functions, possibly involving multiple projects and groups of personnel at multiple locations.
Organizes, directs, and coordinates the planning and production of all contract support activities.
Negotiate and make binding decisions for the company.
Effectively organize and manage multiple, complex and interrelated project tasks.

REQUIREMENTS:

Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline, or substituted verifiable experience is preferred.
This position requires a minimum of ten (10) years of experience, of which at least five (5) years must be specialized

Specialized experience includes:

project development and management from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/ or subcontracts of diverse types and complexity.

Overall experience should include increasing responsibilities in information systems design and/ or management.
The Contractor shall provide a program manager who is certified by PMI as a Project Management Professional (PMP).
The program manager shall have a Level 5 (NACIC) security clearance or obtain a Level 5 (NACIC) security clearance within six (6) months of the contract award. It is preferred that the Program Manager has, at minimum, a Foundation Certificate in IT Service Management (ITIL) v3 (or current equivalent) and Help Desk Institute (HDI) Help Desk Manager, HDI Desktop Support Manager, or HDI Support Center Manager.
Knowledge of and experience with the HHS EPLC management methodology is highly desirable
Must have one or more of the following:
MTA: Microsoft Technology Associate
MCSA: Microsoft Certified Solutions Associate
MSCE: Microsoft Certified Solutions Expert
Apple Certified Support Professional
ITIL Intermediate Certification (or higher)
