Duties:


  • Develops Performance Work Statements and other Acquisition Requirements Package documentation.
  • Support Market Research/Request for Proposals and resultant contracts for the Department of the Army, other Government agencies and FMS customers.
  • Establishes and maintains controls to ensure that contract award is accomplished according to guidelines and required timelines.
  • Coordinate, leads and directly controls all functional activities required to effectively manage assigned programs.
  • Attends meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems.
  • Performs indepth research of procedures, policies, and regulations to provide technical advice to management and product managers.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Professional in the Acquisition Career Field Contracting within 36 months of entrance on duty.
  • Business travel required up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires preemployment financial disclosure and annually thereafter in accordance with DoD Directive R.

Specialized Experience:One year of specialized experience is defined as
:1) Developing Performance Work Statements (PWS) / Statements of Work (SOW), Acquisition Plans, Acquisition Strategies, and Contract Data Requirements Lists;
2) Creating justifications and approvals, Market Research Reports, and Independent Government Estimates; and
3) Evaluating criteria for various complex procurement actions to develop contract strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.

Education:

  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS12 through GS13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
