    Position: Retired Senior Volunteer Program (RSVP) Director

    Classification: Professional Support

    Report to: Executive Director Foundation & Governmental Affairs

    General Job Summary:

    This is a full-time, 260-day grant-funded position located on the Emmetsburg or Spencer Campus, to be determined upon hire. Under the general direction of AmeriCorps Seniors policy guidelines and sponsor, Iowa lakes Community College, the RSVP Project Director oversees the development and day-to-day operation of the Northwest Iowa RSVP. The project director is responsible for public relations, for the project operation, and compliance. The successful candidate must be highly organized and demonstrate effective communication skills. Program success is contingent upon a Director who has a positive attitude, commitment to accuracy, and sound judgement. Occasional evening and/or weekend work required. Position is contingent upon continued grant funding and successful completion of a full FBI background check. Current program has been approved through March 31, 2027. New grant cycle has been every three years and Iowa Lakes has been the sponsor for the program since 1977.

    1. Provide administrative oversight of RSVP by ensuring compliance with terms and conditions of the federal grant and applicable federal regulations.
    2. Supervise program staff, monitor staff performance, maintain work schedules, review monthly expenditures, and prepare annual budgets.
    3. Maintain accurate records and collect data on program operations and program effectiveness.
    4. Develop and maintain financial, personnel, project, and volunteer records.
    5. Adhere to the approved budget, apply sound fiscal procedures, maintain bookkeeping systems, and authorize expenditures.
    6. Monitor project activities.
    7. Serve as liaison between the RSVP staff, advisory council, and the sponsor.

    1. Approve assignments of senior volunteers, provide continuous contact with and assistance to the volunteer stations.
    2. Develop and document expectations for volunteers and volunteer stations.
    3. Maintain and develop cooperative working relations with community organizations and agencies.
    4. Maintain professional knowledge and skills by attending relevant workshops, training, and conferences. Review professional materials and literature. Participate in professional organizations.
    5. Plan, develop, and implement an ongoing plan for raising public awareness of RSVP in the service area.
    6. Work with sponsor staff and community groups to support resource development.
    7. Formulate a plan for and implement recruitment, orientation, and placement of senior volunteers.
    8. Maintain program quality by planning annual program goals and objectives that ensure volunteers are placed in outcome-based assignments with measurable results designed to meet critical community needs while offering meaningful opportunities for the volunteers to serve their community.
    9. Adhere to personnel policies and procedures for the project staff consistent with those of AmeriCorps/Corporation for National and Community Service and the sponsor based on recommendations from Advisory Committee members.

    1. Work closely with RSVP County Advisory Councils, soliciting their advice and assistance on matters affecting project operations.
    2. Interview and train RSVP project staff.
    3. Provide staff assistance to the advisory councils, consult the councils on significant actions, local project policies, changes and problems that affect RSVP.
    4. Coordinate annual recognition of RSVP volunteers, organizations, and individuals who have contributed to the support of the RSVP project.
    5. With the assistance of the sponsor and the advisory council members, seeks non-federal funding necessary to continue, expand and enhance the project.
    6. Evaluate the effectiveness of operational procedures and program activities.
    7. Submit required reports to AmeriCorps/Corporation for National Service.
    8. Attend state and national CNS conferences and other meetings, and training as needed.
    9. Perform other project-related duties as assigned and as allowable within the RSVP statue, program regulations, and other applicable policies.

    Knowledge, Skills, and Abilities:

    1. An understanding of the field of volunteerism.
    2. Ability to assume responsibility, deal effectively with problems and exercise good judgement.
    3. Ability to speak to groups to raise awareness of the project.
    4. Possess effective leadership, management, and communications skills.
    5. Ability to utilize computer for word processing, required reports and mandated software programs.
    6. Represent the College in a positive manner to volunteers, employees, and the general public.
    7. Must be enthusiastic and energetic in performance of assigned duties and responsibilities.
    8. Ability to utilize correct English, grammar, punctuation, and math.
    9. Ability to efficiently perform tasks in an environment with frequent interruptions.
    10. Ability to effectively relate to participants of diverse social and economic backgrounds.
    11. Ability to establish good working relationships with Advisory Councils, volunteers, station managers, and other personnel of the College.

    Special Demands:

    Sedentary to light work. Position involves sitting most of the time, exerting up to 20 pounds of force occasionally (10-33%). Stooping, kneeling, crouching, pushing, pulling, carrying, and repetitive motion occasionally (10-33%). Walking, lifting, and grasping frequently (34-66%). Talking, hearing, and viewing various types of close visual work constantly %). Required to travel utilizing personal vehicle. Must have valid drivers license, good driving record, and provide proof of insurance.

    Employment with Iowa Lakes Community College is dependent upon successful passage of a criminal background check. Must be legally eligible to work in the United States without employer sponsorship.

    Minimum Qualifications:

    Associate Degree required; Bachelor Degree preferred. Work experience in community service, knowledge of national service programs, background in volunteer leadership, experience in grant management and familiarity with non-profit management is desired/preferred.

    Salary: $44,866 for a 260-day contract
