    Summary of Responsibilities:
    Under the direction of the V.P. for the Division of Youth & Community Services (DYCS), the Youth Services Dept.

    Director is responsible for the overall management and daily oversight of activities, staff, and program operations, of ABCs Youth Services Dept.

    (YS).


    This position focuses on developing strategies in addressing the identified needs of youth and young adults in the community; provides leadership in overseeing and ensuring Dept.

    and program planning and implementation is accomplished; monitors and evaluates activities to ensure achievement of consumer & program goals and outcomes; and works in maintaining best practices in service delivery, to all key stakeholders.

    Primary duties for the Youth Services Dept. Dir.

    include program development; planning & management; fund, grant & resource identification and development; budget development and fiscal management; human resource and performance management; community & customer relations; and monitoring of services, to assure compliance with funder and governing and legal regulations.

    The Youth Services Dept. Dir.

    develops strategies and implements services to address issues, risk, and barriers impacting youth and young adult residents and parents and the community (i.e., education, health, violence, poverty, high-risk behaviors, etc.).

    As a liaison for ABC, this position advocates for system change; promotes collective responsibility through organizational and community and funder partnerships; and lends support in increasing opportunities aimed at positive youth development and health, self-sufficiency, and increased opportunities for youth.

    The Youth Services Dept. Dir. also oversees data collection, interpretation, data base maintenance, program and file audits, and reporting activities for the YS department.

    Qualifications and Education and Experience:

    Education:
    Bachelors Degree required, Masters preferred in Human Services Administration, Psychology, Education, Organizational and Non-profit Management, or related field. The equivalent combination of education and professional experience will be considered. Family Development Credential is a plus.


    Experience:

    Requires three years (3) direct work experience in human services, social work, youth and community services, or related field.

    Minimum of three (3) years of direct experience is required working with school age children and adolescents and teens ages 10-18 yrs.

    and or young adults; preferably in a K-12 educational and community setting, or comparable environment.

    Experience and areas of knowledge must include program administration & development; service coordination & integration; consumer health & personal development; resource and fund development; data base management, analyzation, and reporting; fiscal and budget development.

    Familiarity with School Age Child Care program (SACC) requirements, Youth Assets, and recommended and related activities is strongly preferred.

    Requires some familiarity with related regulatory standards, practices, and legalities regarding child and youth before and after-care programs and services, and or regulatory standards for educational and developmental program sites and facilities.


    A minimum of three (3) years of supervisory & program management work experience, or role in a formal leadership capacity is required, preferably in an upper management position.

    Requires a highly positive and enthusiastic management style capable of motivating others; and must have leadership skills and energies to build, train and develop an effective work team.

    Must be able to work independently with limited supervision, as well in a team environment. Requires demonstrated ability to deal with ethical and confidential standards. Volunteer recruitment, training, and management experience is a plus.

    Must have strong organizational, planning, administrative, analytical, negotiations, strong project management and critical-thinking skills. The ability to manage multiple priorities, meet set deadlines, and be attentive to details is essential.

    Requires flexibility and the ability to work in fast-paced environment, and the availability for possible work evenings and weekends on occasion.

    Requires knowledge of child, adolescent, teen, and young adult positive development theories, philosophies, and program service strategies.

    Must have direct experience implementing proven and effective youth development service models and curriculums; and in developing related program information and materials.

    Familiarity with current best practices in prevention and intervention services; trauma informed care; and trends in child and youth and family development initiatives, is required.


    Knowledge and experience working with personal youth asset building; program development; consumer service strategy planning; and educational and vocational and employment readiness, is required.


    Should be familiar with developmentally and culturally appropriate program implementation and service delivery strategies, and best practices in consumer engagement and outreach efforts.

    Experience and knowledge of strategic planning, execution, community, and organizational development and capacity building is required. Knowledge of performance management, outcome measurements, program assessments, evaluation methods, and program audits, is required. Requires experience developing, overseeing implementation, and evaluating effectiveness of consumer engagement and staff and service activities. Knowledge of community assessment process, mobilization, and structural coordination and collaboration is very helpful.

    Familiarity with youth and community needs and related assessment processes, tools and instruments utilized, and mobilization efforts, is preferred. Knowledge of local structural coordination, collaborative and advocacy efforts (i.e. Rochester Works, RCSD, DSS, etc.); and systemic issues and barriers to youth and family development, is strongly preferred

    (i.e. economic, educational, accessibility, stability, etc.).

    Must have excellent communication skills, both verbal and writing; and excellent interpersonal and customer service skills are essential.

    Requires demonstrated ability to interact with diverse individuals and groups, including trans-gender, LGBTQI and Non-Binary populations; and in multiracial, multicultural environments and in diverse settings.

    Must maintain respect for cultural backgrounds and practices of employees and consumers.

    Requires good fiscal management experience; knowledge of budget components, allocation methods, developing and monitoring budgets.


    Should have knowledge of advocacy, transformation, and continuous quality improvement through systems change, public policy development and issues, structural equality, system integration, coordination of services, and community resource development.

    Must be knowledgeable regarding issues of poverty, public policy issues, structural equality, civic engagement strategies, and social efficacy related to youth and families.


    Must possess an understanding of the issues related to high-risk, low-income and or vulnerable populations, with a focus on children and youth.

    Requires an understanding of youth issues and barriers specific to achievement, self-sufficiency and over all well-nesses; and the needed supports and resources to overcome them.


    Requires the ability to develop effective working relationships at various levels and Departments within the organization, both internal and external.

    Must have demonstrated ability to develop and maintain effective partnerships with varied and multiple sectors of the community, both public and private.

    Knowledge of the Greater Rochester area, and experience working in collaborative structures is helpful.

    Familiarity with public and private service entities, municipalities, and systems (i.e., Monroe County, Youth Bureau, DOH, etc.), as well as knowledge of beneficiary supportive community resources, is preferred (i.e., DSS, United Way, etc.).

    Should be knowledgeable of local occupational, educational, vocational, health, local workforce development initiatives and opportunities (i.e., City and County programs, REOC, etc.).


    Experience working with consumer research, analyzing, and interpreting demographic data, consumer and community needs assessments to use in advocating and leveraging support and change, is preferred.

    Requires the ability to articulate a vision about preparing children and youth and young adults for the future from a variety of perspectives (i.e., donors and contributors, educational, economic, cultural, etc.).

    Must have good public speaking and facilitation skills; and experience in planning and overseeing community outreach and recruitment activities. Must have experience coordinating and overseeing special events, and meetings and supplemental activities for community and consumers. Experience in developing and disseminating informational marketing and promotional materials is required; and knowledge of public and media relations, marketing and social media platforms and vehicles is strongly preferred

    Requires proficiency with Microsoft Office Applications including Word, Excel, Outlook, Access, Publisher, PowerPoint, etc.; and must have knowledge of related data management and

    tracking systems.

    Requires experience in data entry; in maintaining both electronic & paper records and file

    systems; preparing reports, forms, spreadsheets, and related communications.

    Requires a valid NYS drivers license and access to reliable transportation.


    Employees of ABC YS Dept., must obtain, receive, and maintain, full clearance from the Office of Children and Family Services (OCFS), the NYS Central Registry (SCR), and the Justice Center of New York prior to hire and periodically after hire that allows them unsupervised contact with children.
