- Performs first level supervisory duties over assigned employees. Structures assignments and assigns work to subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Serves as the Air Force focal point for planning, management, and coordination of logistics sustainment, support, and modification for all Air Force Special Operations Command (AFSOC) CV-22 and special mission assets.
- Serves as the command's senior aircraft maintenance technical advisor for assigned assets. Functions as the command's technical authority for planning, executing, and managing the acquisition, distribution, sustainment, maintenance and support for assigned systems.
- Serves as the command focal point for building budgetary requirements and acts as the sole technical representative and Primary Contracting Office Representative (COR) in support of Contract Maintenance Team(s) for assigned systems.
- Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

In-depth knowledge of a wide range of maintenance concepts, principles, and practices of the agency CV-22, C-145, C-146, MC-12W, MQ-1, MQ-9, and U-28 aircraft systems, sub-systems, and equipment; including related security and safety regulations, practices, and procedures.
??????? - Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; identifying and analyzing complex technical problems; and developing innovative solutions to problems.
- Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership, maintenance management, and maintenance personnel; and ability to exercise a high degree of initiative and judgment in recognizing and taking appropriate action on critical and/or controversial problems regarding highly complex technical logistics programs.
- Ability to apply agency budgetary policies including Program Objective Memorandum (POM) and Planning, Programming, Budget, and Execution (PPBE) procedures as they apply to the aircraft depot maintenance budgets and programmed depot maintenance programs, to include Air Force directed two- and three-level maintenance concepts. AMR experience and/or knowledge is highly desirable.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Equipment Services Series, 1670.
SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.In-depth knowledge of a wide range of maintenance concepts, principles, and practices of the agency CV-22, C-145, C-146, MC-12W, MQ-1, MQ-9, and U-28 aircraft systems, sub-systems, and equipment; including related security and safety regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE:

ACTIVE DUTY SERVICE MEMBERS:
The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date.
Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
