Description

Duties:


  • Monitors, assists, and provides program guidance to installation FFSC Site Directors, FFSC Work and Family Life Supervisors, and FFSC EFMP Case Liaisons on EFMP Special Education including planning, execution, and case management support to ensure compliance with Federal Laws, State Regulations, current Department of Defense (DoD) and Navy Instructions and Standard Operating Procedures (SOPs).
  • Provides support to Navy EFMP families with special education needs as it pertains to Individual Education Program (IEP), 504 plans, and associated plans to support the special educational needs of military children with special needs.
  • Attends local IEP/504 plan meetings to provide Navy EFMP Special Education support to families and/or case liaison if installation EFMP Case Liaison requires support or is unavailable to attend meeting. Meeting support can be provided virtually for families in remote and isolated areas.
  • Discusses and reviews IEPs and Section 504 plans with Navy families whose Special Education needs are beyond the scope and expertise of FFSC EFMP Case Liaisons.
  • Coordinates and collaborates with Regional EFMP Special Needs Attorney, EFMP Case Liaisons, School Liaison Officers, educational providers, and other EFMP support stakeholders/partner agencies to leverage support on behalf of families. Works closely with Regional Special Needs Attorney to assess the needs of families and provide support as needed. Remains current on State and federal disability education and disability civil rights laws, regulations, best practices and other evolving developments affecting the lives of EFMP families.
  • Develops, modifies, and provides input to project plans; implements Special Education program plans; coordinates and integrates project activities; and manages and administers project resources as required to meet objectives and improve EFMP family support in the region.
  • Maintains an up to date reference of various SOPs, instructions, desk guides, and other documents pertaining to the EFMP and Special Education support.
  • May serve as an EFMP Case Liaison with Navy Family Accountability and Assessment System (NFAAS) duties if needed to support during periods of high staff turnover and billet gaps. Prepares Special Education related briefings and reports in support of EFMP information and education at all levels.
  • Collects and analyzes data, lessons learned, and best practices to identify Special Education policy and procedural issues within area of responsibility; and makes recommendations to increase program response, efficiency, and effectiveness.
  • Allocates government resources/personnel as authorized regarding the EFMP as it pertains to Special Education support. Provides advice and technical assistance for program improvement, staff and facilities utilization, and improvement of services to EFMP families.
  • Performs administrative functions associated with training, education, and outreach program plans for EFMP Special Education coordination. Collects, analyzes, and maintains training, education, and outreach materials, including listings of EFMP services and resources. Develops new or revised curricula and programs for staff development related to Special Education.
  • Prepares plans to meet substantial workload; assists in validation of staffing levels, work priorities, and deadlines.
  • Attends periodic DoD, CNIC, regional training, and State or local meetings and working groups.
  • Executes EFMP standard operating procedures related to EFMP Special Education as outlined and developed by Regional EFMP Case Liaison.
  • Provides Special Education oversight of installation FFSP EFMP programs.
  • Identifies Special Education training needs and provides training as needed at all levels. Collaborates with Regional EFMP Case Liaison to establish Regional EFMP Special Education training curriculum for FFSCs and provides training on EFMP Special Education coordination policies and procedures.
  • Coordinates EFMP Special Education resources between agencies, related resource offices, medical and recreational facilities, community services agencies, and private organizations, with emphasis on improving services as a team. As a team member, develops plans to ensure provision of necessary FFSC, Regional, and Installationspecific support.

Qualifications:


  • Knowledge and understanding of requirements and operations of DoD and Department of the Navy EFMP.
  • Knowledge of the Individuals with Disabilities Education
