Job Summary
As an Accounting Officer at the Minnesota Pollution Agency (MPCA), you will perform and coordinate professional level accounting support and guidance in the areas of accounts receivable, billing, daily cash analysis/reconciliations, and budget revenue account reconciliation to agency internal functions, business, and program units.
The Accounting Officer is responsible for preparing, monitoring, and analyzing financial reports and data necessary for reconciling, researching, and identifying problems, develop and implement appropriate solutions, analyzing, recording, and monitoring revenue related transactions in SWIFT, credit card companies, MPCA's billing and receipting systems, MPCA's E-Services, and the State of Minnesota's depository bank as they relate to assigned responsibilities to this position. This position serves as a lead to manage receipting for the MPCA in coordination with the Accounting Unit's Accounting Officer Intermediate. The position will be responsible for the agencies day-to-day financial record maintenance in compliance with generally accepted accounting practices, State and MPCA policies and procedures.
Qualifications
Minimum Qualifications
Three (3) years of administrative/technical level accounting experience OR
One (1) year of professional level accounting experience performing accounts payable/receivable, etc. OR
A Bachelor's Degree in Accounting, Finance, Business Administration, or related field may substitute for the work experience
AND
Knowledge of Generally Accepted Accounting Principles and Practices, budgeting principles, and statewide (or comparable) accounting systems.
Computer experience with programs such as Adobe Pro, AdobeSign, and Microsoft Office Suite: Outlook, Word, Excel, MS Teams, and PowerPoint.
Ability to establish and maintain effective working relationships with vendors and customers.
The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
Preferred Qualifications
Experience working with and reconciling accounts receivables.
Knowledge of the Statewide Integrated Financial Tools (SWIFT) accounting and procurement system or other similar/related Oracle Financial tool(s).
Experience using spreadsheet and word processing software (i.e. Excel, Access, Word) to analyze, review and prepare reports and documents.
Ability to research, interpret, analyze and explain state laws, policies, rules, regulations and procedures as they relate to fiscal operations.
Ability to interpret federal and state laws and department policies relating to billing, receipting and refunds.
Additional Requirements
Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle
