Child Support Officer III is the advanced-journey level class in the Child Support series.

Incumbents either act as a leadworker and are responsible for training, assigning, reviewing, and coordinating the work of lower-level staff or performs as their primary responsibility specialized duties including training, Ombudsman, State Hearing Officer, or community liaison activities.

Additionally, incumbents are responsible for handling the most complex and sensitive cases.

  • Techniques of interviewing and investigation to obtain information for child support cases
  • Methods of automated and archival debt collection
  • Various resources available to locate individuals
  • Procedures, rules, laws, and methodologies pertaining to complete child support operations
  • Techniques of identifying and presenting evidence in court regarding child support cases
  • Preparation and service of legal process and court procedures
  • Principles and practices of employee training
  • English grammar, spelling, punctuation, and usage
  • Court procedures as pertaining to establishment and enforcement of child support orders

Ability to

  • Provide work direction, training, and instruction to and evaluation of staff
  • Coordinate staff workflow and conduct workflow analysis
  • Gather, assemble, analyze and evaluate case facts and evidence, and adopt effective courses of action
  • Conduct child support staff training sessions
  • Obtain personal, financial, and other sensitive information through interviews
  • Effectively represent the department
  • Handle customer complaints
  • Keep accurate notes and records of activities
  • Read and understand legal codes and cases
  • Testify in court in a direct, clear, and concise manner
  • Operate computer equipment and computer databases and programs common to child support enforcement activities
  • Elicit information from hostile and/or uncooperative individuals

Employment Qualifications:


Minimum Qualifications


One year of full-time, paid experience in a county child support office conducting child support establishment and/or enforcement activities at a level equivalent to the County of Sacramento class of Child Support Officer at the full journey level.


Note:

If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable.

Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.


General Qualifications

License Requirement:
A valid California Driver License, Class C or higher, may be required at the time of appointment.

Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.

Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Selective Certification for Special Skills:

Some positions in the class of Child Support Officer III may require the ability to communicate fluently in a language other than English.

When required, these special skills may be used in performing such tasks as the following:


  • Interviewing custodial parents to gather information needed to establish and enforce child support and medical support.
  • Interviewing and negotiating financial agreements with non-custodial parents to enforce court-ordered support obligations.
  • Locating non-custodial parents, investigating parents' assets and income, and notifying parents of intended legal action.

Working Conditions:
Positions in this class may be required to travel within the State of California to conduct business.


Probationary Period
The probationary period for this classification is
twelve (12) months.
