    Currently serving as a permanent Habilitation Specialist 1

    Must have one year of service in a title eligible for a 70.1 transfer in accordance with Civil Service law.

    A bachelor's or higher-level degree in a human services field** a degree in a human services field includes the professional disciplines of audiology, community mental health, nursing, nutrition, occupational therapy, physical therapy, psychology, rehabilitation counseling, social work, speech/language pathology, and therapeutic recreation (including concentrations in art, creative arts, dance, drama, music, or physical education.)


    Also included are related academic disciplines associated with the study of human behavior (e.g., gerontology, human services, sociology, speech communication); or human skills development (e.g., counseling, education, human development.)

    Examples of non-qualifying degrees include but are not limited to:
    criminal justice, political science, liberal arts, and business.

    Duties Description

    • The Habilitation Specialist 1 meets with and evaluates individuals diagnosed with Intellectual Disability generates effective habilitative program plans concurrent with their interest and needs.
    • Trains direct support staff on implementation of habilitation outcomes.
    • Trains direct support staff on the documentation of the habilitation outcomes.
    • Monitors program planning outcomes by observation, discussion with direct support staff.
    • Maintain records for all assigned cases according to the facility standard, maintains Care Coordinator and advocate contacts, facilitates meeting with residential team and care coordinator.
    • Liaises with staff in the Financial Benefits and Entitlements Management Office for related matters.
    • Generates all documents in accordance with Home and Community based Waiver Services.
    • Practices all standards relevant to Medicaid Program relating to HCBS delivery.
