SUMMARY OF DUTIES:


Oversees a project team responsible for the successful implementation of the construction projects within the Washington Union Station (WUS) portfolio of Major Projects.

Primary oversight of core team supporting the design and construction efforts for all major capital work within the Station envelope and terminal including the design, scheduling, sequencing, construction and reporting to include associated component projects, supporting projects, and integration with other capital improvements in the area.

Additionally, working to collaborate the WUS near term Capital improvements with the WUS Expansion Project. Identifies and resolves key issues and concerns that may arise with multi-year planning, design, and implementation efforts progress.


Oversees planning coordination, environmental review, and stakeholder outreach and consultation as the projects are progressed through federal environmental review and concept design.

This position is responsible for ensuring the overall transportation service objectives of the WUS Program and for monitoring the adherence of the component and supporting projects to the programmatic transportation goals throughout the design and delivery of the projects.


ESSENTIAL FUNCTIONS:


  • Leads a team to develop and implement both nearterm and longterm Capital Construction projects undertaken by Amtrak, and its partners, in and around the Station in Washington, DC.
  • Collaborates with FRA and NEC Commission in developing future service development plans that support Amtrak's strategic interests. Coordinates arrangements and agreements for joint benefit projects among and between other relevant stakeholders and funders.
  • Supports the development and implementation of project plans, schedules and budgets consistent with operational and stakeholders needs.
  • Supports the management and monitoring of project cost and schedules, reporting progress.
  • Supports the consolidation, communication and management of all issues and risks affecting the project, and the timely communication of WUS Program's status to internal and external stakeholders.
  • Ensures program progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
  • Supports the Identification, documentation, and evaluation of changes based on cost, schedule, risk and scope impacts.
  • Supports the identification and evaluation of the risks associated with program's projects across the organization to establish and monitor mitigation plans.
  • Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
  • Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management, construction management, design and project controls.
  • Initiates, advances, or oversees management of ongoing planning studies to develop an overall sequence, phasing, and prioritization of capital improvements. Ensures consistency with overall program goals and longterm vision.
  • Communicates with external audiences and stakeholders to build consensus on benefits of asset investments proposed by Amtrak in a variety of outreach settings and meetings.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:


  • Bachelor's Degree and 11 years of relevant experience
  • Transportation planning knowledge and experience, with a focus on intercity rail and/or rail transit planning and operations.
  • Ability to drive consensus with key stakeholders to advance long term strategic objectives in face of competing priorities.
