Job Summary:
Serves as a member of the superintendent's cabinet.
Develop the annual district's budget to reflect the educational vision and mission in accordance with District objectives, budget, state and federal requirements.
Assists in planning and organizing the activities of the district.Qualifications/Experiences:
Minimum 3 years of experience in a similar position in school finance and educational administration and supervision. Illinois Type 75 Certification-Administrative Certification or
Chief School Business Official Endorsement or related field. CSBO experience preferred.
Demonstrates expertise, leadership and knowledge of best practices in business services and operations.
Responsibilities:
Develops the annual budget by working in collaboration with the Superintendent, Assistant Superintendent, Director, Coordinator and Principals and develop long-term financial plan, including:
Develops, monitors and revises the Business Office (payroll, accounts payable, accounts receivable, purchasing) policies and practices.
Monitors, evaluates and revises the district's accounting system for consistency, reliability, accuracy and internal control.
Develops, monitors and revises the procedures for maintaining all financial documents.
Submits monthly financial reports to the Board of Education.
Completes and submits all state and federal financial reports to the Illinois State Board of Education (ISBE) and the federal government.
Files for state and federal reimbursements.Oversees all grants and school activity accounts.
Keeps the Superintendent and Board of Education informed of all financial matters.
Assumes the responsibility of the overall management of the food service, transportation and safety operations including:
Oversees the district bus transportation services, to include bus scheduling, routes and all personnel and/or community concerns and complaints and related matters.
Oversees the food service program.Assists the Director of Buildings & Grounds to coordinate the recruitment, selection, placement, transfer and promotion of maintenance/custodial personnel.
Conducts various cost and statistical analyses related to construction, renovations, acquisitions and development of land and/or property as presented in a ten-year capital improvement plan.
Keeps abreast and informed of changes and developments in the professional field by attending workshops, professional meetings and conferences, reading professional journals and other related publications.
Join the Illinois Association of School Business Officials and the South Cook SBO.Keeps informed of all laws, regulations, and policies affecting the district's finances.
Assists with all contract negotiations.
Assists with establishing the District goals, mission and strategic plan.
Works with the district's insurance agency.
Manages employees wages and benefits.
Adequate recording of money and credit transactions, supervision of all accounting operations, and monitoring the annual budget, cash flow, revenues and expenditures.
Maintain the necessary control over the receipt of supplies/ materials and equipment to ensure that items are inventoried and paid expeditiously.
Uses program cost accounting and general ledger accounting.Conducts internal audits.
Documents and oversees government and donated commodities.
Works closely and cooperatively with independent auditors to meet legal financial obligations to ensure sound fiscal accounting.
Negotiates and monitors school bussing contractual services.
Prepares necessary claims/applications including:
Evidence Base Funding; General State Aid; Food Service; Transportation; and all other state and federal grants and/or private grants.
Performs other duties as assigned.Other Skills and Abilities:
Ability to manage staff and work collaboratively with others.
Must be able to perform all of the duties and responsibilities of the position.
Experience with Infinite Visions or similar system.
Ability to communicate effectively and accurately orally and in written form.
Proficiency in computer applications, including Microsoft Office and Excel.
Ability to establish and maintain effective working relationships with staff, administration and Board of Education.
