Purpose of Position:


Analysis and detailed planning and execution of all logistics support including material goods, personnel, operational maintenance, and repair of systems throughout their life cycles.


Duties and Responsibilities (Essential):


  • Participate in and provide strategic and operational analysis and assessment of national and regional strategic documents.
  • Research and analyze strategic plans and initiatives and assess potential impacts and opportunities to the Security Assistance Enterprise.
  • Assist in the development of strategies for implementing USASAC's strategic support plans.
  • Collect data regarding security assistance strategy and plans, analyze and make recommendations for USASAC equities and opportunities input.
  • Provide milestone planning recommendations and analysis in strategic planning meetings.
  • Conduct feasibility analysis, logistics planning, requirements determination, and policy standards/procedures development in support of logistics planning.
  • Use organizational, leadership, critical thinking, and communication skills in support of demand planning, transportation support, building customer relationships, and improving customer satisfaction.
  • Assist Level I and Level II Logisticians as needed to define and analyze problems and make recommendations.
  • Participate in Section PKO Program Management Reviews and other coordination activities involving PKO programs as assigned. (ALL COCOMs)
  • Reviews all Significant Security Cooperation Initiatives (SSCIs) Training and Equipment Lists and identifies any issues with feasibility.
  • Ensures that all PKO Pricing and Availability reviews are completed in the allocation DSCA timelines.
  • Evaluate all PKO training and equipment lists ensuring the Total Case Value is not exceeded and informs WFO Director on recommended adjustments for final decision.
  • Represent USASAC WFO in all PKO Program Feasibility Reviews.
  • Participate in planning sessions (STRWG, Feasibility Reviews, etc.) for future PKO programs in support of all Geographical Combatant Commands (GCCs).
  • Assist individual GCC/DSCA personnel with development of Training and Equipment Lists (TELs) when requested. (Equipment Listing/Costs/Feasibility)
  • Review all new TELs received for feasibility, MILDEP and LCMC assignment. (Ensure actionable)
  • Complete followup request for information (GCC & LCMC) prior to finalizing TEL for pricing and availability (P&A) review.
  • Assign LCMCs noted for support of all Army MILDEP "B" lines, sort TEL by LCMC once finalized prior to P&A review.
  • Task all actionable TELs for P&A review to sorted LCMCs, (45 day suspense period).
  • Provide appropriate responses to additional RFIs received during P&A review to assist with final cost data.
  • Consolidate and import all P&A data received from LCMCs during review into tasking TELs. Use "stop light" method of cell fill
  • Green no issues with cost or availability, Yellow issue identified with some risk or response still needed, Red item is not available for support at present time.
  • Submit cost data to DSCA by noted suspense with a summary of needed program updates received. Finalize all cost data prior to edits of Congressional Notification (CN) Tables.
  • Provide feedback and edits for draft CN tables to DSCA during all staffing review processes.
  • Continue to provide RFI responses during program execution for emerging requirements or item substitution requests.
  • Attend all program execution updates during the life of the expiring funds (Biweekly Updates/Hot Wash) and provide feedback for program support where applicable.
  • Assist with development of internal/external command briefing requirements.
  • Assist with program obligation review and various associated data analysis.
  • Prepare briefings, storyboards or other reporting products to be used to inform senior leaders on the effectiveness of the programs.

Qualifications:


  • A minimum of
    eight years of logístical experience is required.
  • Eight years of task related technical experience
  • Two years of supervisory experience.
  • Experience in either logistic support planning, material fielding, or sustainment support for systems, major end items, supply, or maintenance organization required.
