Position Description


Performs highly advanced and complex project management work and provides guidance and direction in areas of quality and construction management for design-build transportation projects.

Manages design-build program improvements in multiple functional areas. Oversees and supports the administration of construction, material and inspection quality processes for the alternative delivery projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Reports to the Deputy Division Director and Implementation Section Task Leader. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.


Essential Duties:


  • Assesses and reports actual project progress versus planned progress to determine trends and variances for highly complex and advanced projects.
  • Audits and ensures quality control processes of projects for the division and/or alternative delivery program.
  • Coordinates and communicates with FHWA, districts, divisions and administration on project issues and recommends resolutions.
  • Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
  • Develops claims prevention techniques.
  • Develops, recommends and/or interprets policies and procedures regarding projects or program activities.
  • Performs alternative delivery contract administration to include contract interpretation, compliance monitoring, analysis and problem and dispute resolution.
  • Prepares and makes presentations.
  • Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:


Education:
Bachelor's Degree in Engineering, Construction Science or a related field.
Substitution

  • Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis.

Experience:6 YEARS in transportation planning or design; project or contract management or related activities (Experience can be satisfied by fulltime or prorated part time equivalent)


Competencies:

Extensive knowledge of

  • State, county and local government operations and metropolitan planning organizations or regional mobility authorities affecting highway and transportation development and operations
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Construction engineering policies and procedures
  • Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool
  • Risk analysis procedures and methods
  • Contract interpretation and oversight Considerable knowledge of
  • Roadway construction, inspection and evaluation methods and procedures
  • Contract development and management policies and procedures
  • Agreements and related transportation engineering, contracting/procurement requirements
