    Program Supervisor I, SH - Portland, United States - Central City Concern

    Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. We hire people that are skilled and passionate to meet our mission to end homelessness through outcome-based strategies which support personal and community transformation.

    Cedar Commons is a 60-room community located in SE Portland which serves as a permanent housing site for people experiencing homelessness or at risk for homelessness. 30 of the units are designated for residents identified with a disability. 10 of the units are designated for residents who have significant mental health needs.

    The Cedar Commons Services Team Program Supervisor is responsible for supervising Supportive Housing staff at this facility and ensuring integration of services between supportive housing and clinical staff. The supervisor will also provide oversight of the day to day operations of the site and ensures a smooth flow of all work processes.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    • Monitor occupancy and vacancy of units and ensure occupancy is at an optimum level.
    • Coordinate and monitor daily operations of services staff, new move ins and ensuring adequate staffing and coverage for Cedar Commons.
    • Responsibilities include hiring, conducting regular performance evaluations, coaching, reviewing requests for time off and schedule changes, discipline, and termination of assigned personnel.
    • Plan and facilitate regular staff & partner meetings.
    • Co-facilitate interdisciplinary case consultations with Cedar Commons clinical, housing & supportive housing staff.
    • Maintain effective communication, with direct reports, supervisor, clinical staff, tenants and property management staff.
    • Oversee appropriate management and maintenance of client records system. Input and maintain accurate records of client's progress in working toward individualized housing goals using MS Office, Apricot and HMIS.
    • Conduct partner and internal program, file, and data audits.
    • Assist in development and implementation of new policies and procedures and processes as needed.
    • Provide training, assistance and guidance to staff who are assisting clients in working toward the goals of recovery, healthcare connections, income enhancement, maintaining permanent housing, eviction prevention and developing self-sufficiency.
    • Aid and guide staff who are assisting individuals in completing needs assessments and developing goal driven plans.
    • Conduct follow up activities consisting of progress checks, phone, and mail contacts.
    • Provide administrative assistance the Associate Director of Supportive Housing, Program Manager of Integrated Housing Services and Cedar Commons Community Manager as needed.
    • Take a collaborative and hands-on approach with team members when difficult client related issues need resolution.
    • Oversee and facilitate events as needed.
    • Complete Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
    • Gather, edit, and refine program boilerplates and impact data. Help to keep files organized and updated.
    • Adhere to all CCC policies, procedures, and guidelines.
    • Attend all required meetings and trainings.
    • Perform related duties as assigned, within the scope of the role.
    SKILLS AND ABILITIES:
    • Ability to consider the impacts and outcomes for underserved communities during decision-making processes.
    • Ability to consider impacts of systems of oppression, structural racism, and individual bias on client outcomes.
    • Knowledge of chemical dependency as a disease, treatment and intervention methods.
    • Ability to understand mental health assessment, treatment and service terminology and apply the concepts.
    • Strong time management, follow through, and organizational skills.
    • Ability to maintain accurate records and necessary paperwork.
    • Preferred knowledge of landlord-tenant law and fair housing law.
    • Proficient with Microsoft Outlook, Word, and Excel.
    • Knowledge and skills in working with individuals challenged by homelessness, physical health, mental health, and or chemical dependency issues.
    • Ability to successfully interact and communicate clearly with a wide variety of people including landlords, partnering agencies, clinical staff, supervisors, and co-workers.
    • Ability to be creative, innovative and a progressive problem solver.
    • Demonstrated ability to work independently and as a member of a team.
    • Demonstrated leadership ability.
    • Ability to learn and apply training instructions.
    • Ability to set and maintain professional boundaries, and to de-escalate volatile situations.
    • Demonstrated knowledge of issues related to individuals with multiple barriers to housing.
    • Ability to understand and follow oral and written instructions.
    • Demonstrated expertise in assisting individuals to develop individualized plans and providing on-going support as they work to achieve goals.
    • Familiarity with HMIS along with the ability to access and enter data into a web-based data system.
    • Ability to coordinate with services team and property management around all topics related to move in and departure from Cedar Commons.
    MINIMUM QUALIFICATIONS:
    • High School or GED required.
    • Two years of experience working in supportive housing, behavioral health, social services, or related environment with some supervisory/lead experience.
    • Must be able to demonstrate excellent computer skills, including an understanding of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.).
    • Applicant must be able to work in all CCC buildings. Some CCC buildings have restrictions due to criminal background and/or active probation and parole.
    • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
    • Must pass a pre-employment drug screen and background check.
    • May be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.

    PREFERRED QUALIFICATIONS:
    • Bachelor's degree in a relevant field.
    • 2+ years in a supervisory position providing direct oversight of staff.
    • Valid driver's license preferred. If required to drive, must pass a DMV background check, and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. If required to drive, must pass an initial driver's training within 60 days of being an approved driver and continued recertification training.
    • QMHA Certification.
