Distinguishing Characteristics

This position is in the unclassified service and incumbent is appointed and serves at the pleasure of the Director of Development Services or the Director's designee.


Knowledge, Skills & Abilities:


Knowledge of:


  • Current software systems.
  • Proficiency in Microsoft Windows.
  • Geographic Information Systems (GIS).
  • Graphic design.
  • Marketing concepts, terminology, and strategies.

Skill in:


  • Strong interpersonal and relationship building.
  • Strong organizational and multitasking.

Ability to:


  • Develop and maintain databases.
  • Create web interfaces as needed.
  • Convert videos from different formats to Windows Media Video.
  • Establish and maintain highly effective working relationships with media representatives, elected officials, City managers, service providers, and the general public.
  • Prepare clear, concise and comprehensive reports, studies and other written materials.
  • Initiate, organize, and set priorities in a team environment.
  • Interact with a diverse population.
  • Problem solve.
  • Manage priorities, juggle multiple projects, and meet deadlines.
  • Communicate effectively orally and in writing.

Qualifications:


Open to all applicants who meet the following qualifications:

Bachelor's Degree from an accredited college or university
AND three (3) years of experience in print or electronic media, public relations, marketing, digital marketing, communications or closely related communication field.


PHYSICAL DEMANDS AND WORKING CONDITIONS

  • Work is performed primarily in an office environment with some travel to different sites. Incumbent may be required to work a flexible schedule including evenings and weekends.

A COPY OF YOUR HIGH SCHOOL DIPLOMA OR DEGREE OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION. A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.

HARTFORD RESIDENCY PREFERRED:

A completed CITY OF HARTFORD RESIDENCY AFFIDAVIT including proof of residency as indicated on the RESIDENCY AFFIDAVIT may be submitted.
