    General Engineer - Arlington, United States - HQ USAF and Support Elements

    The primary purpose of this position is to serve as the focal point for the Installation Support Panel (ISP) and assist the Chief of the Installation Support Panel, AF/A4PR, in leading the panel.

    This is an interdisciplinary position involving the 801, 819 and 020 fields.

    Responsibilities Recommends resource plans, policies, procedures, strategies Focal point for the Installation Support Panel Interfaces with AF, DoD, OMB and MAJCOMs Performs special studies and develops briefings Management of Air Force Program Change Requests (PCRs) Requirements Conditions of Employment Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.


    BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

    FOR THE COMMUNITY PLANNING SERIES 0020: Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.


    OR Combination of education and experience:

    courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

    FOR THE GENERAL ENGINEERING SERIES 0801 AND ENVIRONMENTAL ENGINEERING SERIES 0819:
    Degree in Engineering.

    To be acceptable, the program must:
    (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

    The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure 2) Written Test 3) Specified Academic courses 4) Related curriculum.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:


    SPECIALIZED EXPERIENCE:

    Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

    Examples of specialized experience includes knowledge of advanced professional field and programming and budgeting concepts; good understanding of the DoD and Air Force Planning, Programming, and Budgeting Systems; good understanding of the Air Force Strategic Planning and Programming Process; knowledge of Civil Engineer and other Installation Support organizations and programs to include MILCON, Housing, Real Property Maintenance Activities, Installation Support, Base Realignment and Closure, Base Defense, Base Logistics, Base Morale Welfare and Recreation, and Environmental including community planning; thorough understanding of the Air Staff and MAJCOM roles in the corporate decision making process; ability to interpret Defense Planning Guidance, POM and FYDP documentation in the context of AF mission, goals, and objectives; knowledge of legislation and DoD/governmentwide regulations having an influence on the programming of AF resources to ensure programming decisions are in compliance with legal requirements; knowledge of AF programs, priorities and objectives, particularly in the installation support area, in order to determine funding priorities, and the level of support needed to conform with fiscal guidance; knowledge of analytical techniques and skilled in manipulating data, information, and reports to synthesize meaningful recommendations and decisions; high level of skill in written and verbal communications; ability to address programming challenges and controversies.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)


    POSITIONS:
    Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.

    TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.


    NOTE:

    Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

    Knowledge and ability applicable to a wide range of environmental practices, techniques, and procedures to effectively perform project management within the environmental quality program.

    2.

    Exceptional knowledge in environmental quality programs involving federal/state compliance procedures and standards associated with air, water, solid waste, hazardous materials, hazardous waste, pollution prevention, natural resources, historic preservation and the National Environmental Policy Act (NEPA).

    Such knowledge and skill are necessary to make decisions and recommendations concerning assigned environmental quality program(s).

    Knowledge may be obtainable through extensive experience working at the federal and state levels of government and specialized training courses offered by these agencies.

    3.

    Knowledge of Air Force and DoD planning, programming, budgeting and execution (PPBE) and Strategic Planning and Programming Process (SP3) 4.

    Thorough understanding of Installation Support programs; specifically including Civil Engineer programs.

    Knowledge of base, major command, and Air Staff engineering organizations, structures and how they operate and interface is highly desirable.

    Knowledge of environmental issues is useful in assessing PCRs. 5.

    Skill in communicating, both orally and in writing, with federal and state regulators, technical personnel, commanders and higher echelons to explain the applicability of environmental plans, programs and technical studies to existing federal and state environmental regulations and standards.

    6.

    Ability to form long-range plans and incorporate into the full range of activities; ability to research, analyze, interpret, and apply guidelines, regulations and policies; ability to maintain effective working relations; Ability to utilize Information Technology systems that relate to PPBE and SP3; and familiarity with the Environmental Impact Analysis process and Environmental Program.


    PART-TIME OR UNPAID EXPERIENCE:
    Credit will be given for appropriate unpaid and or part-time work.

    You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


    VOLUNTEER WORK EXPERIENCE:

    Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

    Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.
