Job Duties
The Virginia Department of Motor Vehicles is seeking an experienced Time and Attendance Specialist. In this position, you will serve as the technical and administrative expert in the support of semi-monthly and bi-weekly payrolls for the Virginia Department of Motor Vehicles (DMV) and the Motor Vehicle Dealer Board (MVDB).
Responsibilities Include:
• Independently performing complex analysis of payroll transactions utilizing system generated and agency created reports to ensure payroll transactions are accurately recorded and reconciled to source documents in accordance with the requirements defined by the Department of Accounts in the Commonwealth Accounting Policies and Procedures
• Serving as the primary liaison to Payroll Services Bureau (PSB) and DMV financial partners
• Collaborating and coordinating with the Benefits Analysts to ensure employee documents are reported timely and uploaded properly to the PSB
• Serving as the primary contact for employees for inquiries relating to time, attendance, and payroll
• Researching, analyzing, calculating, and resolving payroll-related problems or questions directly with employees
This position is eligible for a hybrid office/telework schedule (4 days in office, 1 day telework)
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications
• Knowledge of Generally Accepted Accounting Principles (GAAP)
• Knowledge of payroll processing requirements and reconciliation activities including regular pay, special pay, garnishments, tax forms, and direct deposit processing
• Demonstrated understanding of payroll laws, rules and regulations including payroll tax, legal deductions, and pre-tax and after-tax benefit requirements
• Ability to apply and adapt policies and procedures to fully reconcile DMV and MVDB payroll and time and attendance transactions
• Ability to analyze and work-through complex payroll calculations, benefit/deduction, and tax transactions to determine root causes of discrepancies
• Proficiency in various software programs including formula functions in Excel spreadsheets
• Experience performing detailed accounting work
• Ability to effectively prioritize work to ensure that deadlines for leave, pay, and other work are met
• Ability to problem solve and develop new methods to create efficiencies in assigned tasks
• Experience providing high levels of customer service with courtesy and tact to all levels of employees
• Ability to clearly communicate effectively orally and in writing explaining pay activities and requirements to all levels of employees
• Ability to work effectively independently and as a team member
Additional Considerations
• Prior experience processing or working with Virginia state payroll and time and attendance
• Knowledge of payroll processing in Virginia state payroll systems
• Experience in Oracle, ADP, Kronos or equivalent
