We do this by supporting children, families, and childcare providers in Essex County through advocacy and action, providing education and referrals, sharing best practices, and helping families access available financial resources.


Essential Duties and Responsibilities:


The Child Care Resource and Referral Department provides families with access to a broad selection of childcare referrals and community resources; conducts parent engagement events, community events, and parent workshops; and provides customer service to families and childcare providers seeking information regarding program eligibility and subsidy payments.

As the Resource & Referral Program Specialist, you will provide comprehensive child care and community resources and referrals to parents, providers, the Essex County Human Services Advisory Council and the general public.


Specific duties include but are not limited to:

  • Equitably refer clients to childcare and community resources.
  • Distribute written referral procedures to providers.
  • Provide clients with tools and resources to identify quality childcare providers.
  • Maintain a minimum of 90% customer satisfaction ratings.
  • Ensure a minimum of 20% response rate on client satisfaction surveys.
  • Coordinate and prepare mailings to obtain current data from childcare providers.
  • Update and maintain community resources in Work Life System, Axcess Newark, and other databases.
  • Annually compile, analyze, publish, and distribute childcare supply and demand data.
  • Participate in practicum experiences and other training as needed.
  • Conduct visits to childcare providers to provide technical assistance and evaluate opportunities for slot development.
  • Participate in agency and community events to provide education about resources.
  • Prepare and timely submit monthly reports to the Division of Family Development and R&R Manager.
  • Maintain daily communication with supervisor to ensure knowledge sharing and quality of services
  • Maintaining, securing, and safeguarding confidential information.
  • Perform other related duties as requested, assigned, or directed.

Education and Experience:


  • High school diploma required; associates degree preferred
  • Experience in human services or child development industry (preferred)
  • Masterylevel knowledge of tasks performed in the unit
  • Bilingual, Spanish required

Physical Tasks:


  • Ability to walk and climb stairs
  • Ability to carry/lift up to 10 pounds
Mondays - Fridays, 8:30am - 4:30pm

35 hours/week
